ADDENDUM1 1 Addendum 1 comprises insert pages that provide text, table and figure changes to the Supplemental Study Report on Effects of a Piping System Break Outside the Containment, March 1983, San Onofre Nuclear Generating Station, Unit 1. These changes have been made to reflect the following items:

1)

Deletion of the gland steam lines as high energy lines - the normal operating pressure of these lines is below the threshold pressure of 5 psig required for analysis.

The previous evaluation was based on the pressure at upset condition specified in the Line Designation List for SONGS 1.

2)

Inclusion of the evaluation of pipe break effects on the main steam lines between the air wrench isolation valves and the turbine main stop valves the previous evaluation did not include an analysis of this portion of the line.

3)

Addition (in Table 8.1) of all break locations analyzed whether essential components are affected or not - the existing supplemental study report only lists those break locations affecting essential components.

4)

Deletion (in Table 8.1) of full break forces for pipe whip interactions and jet impingement loads for jet impingement interactions.

SUMMARY

AND CONCLUSIONS 2.1

SUMMARY

Phase II HELBA postulated a total of 266 break point locations in the Category II and III high energy lines and the Auxiliary Feedwater discharge lines analyzed. These postulated break locations resulted in a total of 158 interactions (48 for pipe whip and 110 for jet impingement) with safety related non-electrical components (e.g., piping, structural steel, etc.).

Of these 158 interactions 102 (34 for pipe whip and 68 for jet impingement) remain unresolved and require further analysis. The remaining 56 pipe whip and jet impingement interactions are determined to be acceptable and no further analysis is needed.

2.2 EVALUATION RESULTS 2.2.1 Category II and III Line Breaks All Category II and III high energy lines analyzed in the Phase II HELBA are in the Turbine Building below elevation 35'-6" under the heater decks.

Category II and III high energy lines located in other areas of the plant are eliminated from the analysis because they have a limited energy reservoir and therefore have negligible ability to damage safety-related components or because they are routed in areas in which there are no safety related components (e.g. above the Turbine Building heater decks).

2-1 Addendum I

Safety-related components located below the Turbine Building heater decks and adjacent to the high energy lines analyzed in the Phase II HELBA include the following:

A.

Auxiliary Feedwater System Auxiliary Feedwater Pumps, pump suction and discharge lines, associated valves, instruments, and controls Steam supply line and associated valves, instruments and controls for the turbine driven Auxiliary Feedwater Pump B.

Safety Injection System Feedwater Pumps, associated piping, valves, instruments, and controls C.

Main Steam System 1

Steam lines upstream of the turbine main stop valves D.

Instrument Air Backup System Nitrogen bottles and associated valves and tubing for safety related pneumatic control valves E.

Turbine Building Structural Steel Members F.

Electrical Raceways 2-2 Addendum 1

Eight pipe break interactions are identified for the Auxiliary Feedwater Pump steam supply line (69-3"-EG) within a 25 foot pipe span. These interactions are illustrated in Figure 27 with break numbers and load information. The four jet impingement loads are not analyzed because they are bounded by the four pipe whip interactions at both ends of the 25 foot pipe span. These pipe whip interactions are unresolved and will require further analysis.

During postulated pipe breaks outside the containment, the Safety Injection System is required for plant shutdown only during steam line and feedwater line ruptures.

Consequently, the feedwater pumps and associated safety injection components are evaluated only when main steam lines or feedwater lines and safety injection system components are concurrently impacted by a postulated Category II or III line break. This situation is not encountered for Phase II KELBA.

The portions of the main steam lines, including branch lines, between the containment penetrations and the main steam stop valves are safety-related 1

impactees. Twenty-seven pipe break interactions (16 for pipe whip and 11 for jet impingement) have been identified for these portions of main steam piping. These interactions are unresolved and will require further analysis.

The only nitrogen backup to the instrument air system located in the Turbine Building is for the Auxiliary Feedwater System control valves.

The nitrogen bottles are located outside the Turbine Building and are not affected by postulated Category II and III pipe breaks. Three jet impingement interactions are identified for the 1/2 inch stainless steel tubing. It is 2-4 Addendum 1

judged that the jet force could potentially damage the line. These jet impingement interactions are unresolved and will require further analysis.

Eight pipe whip and 59 jet impingement interactions have been identified and analyzed for safety-related Turbine Building structural steel members. All eight pipe whip and 37 of the 59 jet impingement inter 1

actions are determined to be acceptable by analyses indicating that the impactees (structural members) are able to withstand the pipe break loads.

Twenty-two unresolved jet impingement interactions remain which involve a total of 12 structural members.

2.2.2 Auxiliary Feedwater Pump Discharge The Category I portions of the Auxiliary Feedwater Pump discharge lines (between the check valves and the main feedwater lines) are located between the Reactor Sphere and the Turbine Building. Safety-related components in this area include the safety injection lines, feedwater lines, main steam lines, reactor sphere, electrical conduit and cable trays. The safety injection, feedwater, and main steam lines are not affected by the three Auxiliary Feedwater Pump discharge lines (381A, B, C-3"-EG) because sufficient separation exists between these systems and the auxiliary feedwater discharge piping. The three discharge pipes are routed in close proximity to each other, however, and may be adversely affected following a line break. The reactor sphere is affected by three jet impingement and two pipe whip interactions with a jet force of 18 kips in each case. These interactions are addressed in Table 8.1.

The Auxiliary Feedwater Pump discharge piping, up to the check valves adjacent to the main feedwater lines, is normally not pressurized and carries cold water when either of the Auxiliary Feedwater Pumps is running. The limited energy in the pipe at the centrifugal pump discharge will not cause any pipe whip or jet impingement problems.

Therefore, this portion of piping is excluded from the full pipe break analysis.

2.3 FURTHER ANALYSIS One hundred and two unresolved interactions are identified in this report and are summarized in Table 8.1.

Phase III HELBA will further analyze these interactions in order to determine the need for modifications.

Electrical components and raceways will be evaluated concurrently with SCE's 10 CFR 50 Appendix R program. The need to perform further analysis and the schedule will be determined during the Integrated Assessment.

5.0 HIGH ENERGY LINES 5.1 HIGH ENERGY LINES ANALYZED Category II and III high energy lines outside the containment, are analyzed to determine the effects of a postulated rupture on the safe shutdown of the plant. The systems or portions of systems containing the lines analyzed include:

Turbine Cycle Vents and Drain Lines B.

Auxiliary Feedwater Discharge Lines (the Category I portion)

C.

Extraction Steam Lines Process and Instrumentation Diagrams for these systems are shown in Figures 8 through 11.

Tables 5.1 through 5.4 identify by systems the major lines and branch lines considered for this study.

5.2 SEISMIC AND QUALITY CLASSIFICATIONS As outlined in Section 9.2.3 of the Final Safety Analysis (refer ence 9) for San Onofre Unit 1, the objective of the seismic design of the plant is to ensure that the most adverse conditions of stress and deflection 5-1 Addendum 1

7.3 TURBINE CYCLE VENTS AND DRAIN LINE BREAK The operator would manually trip the reactor if it has not been tripped automatically. The turbine would be tripped and steam dump would be initiated automatically. The manual actions and the times associated with these opera tions are the same as those given for an extraction steam line break.

7.4 (Deleted) 1 7-2 Addendum I

8.0 EVALUATION 8.1 GENERAL By using the methods outlined below, structural and mechanical inter actions that could directly or indirectly result in the plant's inability to mitigate the consequences of an accident and place the reactor in a cold shutdown condition are identified.

Method of analysis:

A.

Identify all Category II and III lines based on the maximum tempera ture and pressure conditions.

B.

Eliminate Category II and III lines that contain limited energy reservoirs.

C.

Develop isometric drawings of high energy systems to be analyzed, based on piping plan and section drawings.

D.

Field verify isometrics to ensure that they reflect the as-built conditions.

E.

Identify all safety-related items (equipment, systems, structural steel, etc.) in the vicinity of the Category II and III lines.
