Docket Nos. 50-206, 50-361 and 50-362 San Onofre Nuclear Generating Station Units 1, 2 and 3 Enclosed are Amendment Application Nos. 146, 37 and 23 to Provisional Operating License DPR-13, Facility Operating License NPF-10, and Facility Operating License NPF-15, respectively, for San Onofre Nuclear Generating Station Units 1, 2 and 3.

Amendment Application No. 146 for Unit 1 consists of Proposed Change DPR-13-178. Proposed Change DPR-178 is a request to revise License Condition 3.G of DPR-13 to reflect a proposed revision of the Physical Security Plan which incorporates the location change of a vital area boundary. The proposed license condition requires implementation of the Physical Security Plan revision in accordance with all provisions of The Commission approved physical security, contingency and guard training and qualification plans including amendments and revisions made pursuant to the authority of 10CFR50.54(p) and 10CFR50.90. Proposed Change DPR-13-178 and corresponding changes to the Physical Security Plan were previously submitted to the NRC by the Southern California Edison Company's (SCE) letter dated July 24, 1987.

Amendment Application No. 37 for Unit 2 and No. 23 for Unit 3 consist of the following proposed changes:

1. Proposed Change NPF-10/15-224 is a request to revise Technical Specifications 3/4.7.1.5, "Main Steam Line Isolation Valves," and 3/4.7.1.2, "Auxiliary Feedwater System."

The proposed change would incorporate operability requirements for the main feedwater isolation valves and other secondary system valves which are actuated by a main steam isolation signal and containment isolation actuation signal.

The corresponding Surveillance Requirements would also be revised to demonstrate operability of these valves.

Additionally, Technical Specification 3/4.7.1.2 would be modified to include the operability requirements of the flow path associated with each auxiliary feedwater pump. The Bases for Technical Specification 3/4.7.1.5 would be revised to reflect consistency with the assumptions used in the accident analysis and to clarify the functions of the main steam and feedwater isolation system in the event of a main steam or feedwater line rupture.

2. Proposed Change NPF-10/15-229 is a request to revise License Condition 2E of NPF-10 and NPF-15 to reflect a proposed revision of the Physical Security Plan which incorporates the location change of a vital area boundary. The proposed license condition requires implementation of the Physical Security Plan revision in accordance with all provisions of The Commission approved physical security, contingency and guard training and qualification plans including amendments and revisions made pursuant to the authority of 10CFR50.54(p) and 10CFR50.90. Proposed Change NPF-10/15-229 and corresponding changes to the Physical Security Plan were previously submitted to the NRC by the Southern California Edison Company's (SCE) letter dated July 24, 1987.
3. Proposed Change NPF-10/15-231 is a request to revise Technical Specification 3/4.1.3.6, "Regulating CEA Insertion Limits."

The proposed change would revise Figure 3.1-2, relaxing the CEA insertion limits at low power levels to increase operating flexibility and to reduce the volume of radioactive waste water.

4. Proposed Change NPF-10/15-232 is a request to revise Technical Specification 3/4.3.3.2, "Incore Detectors."

The proposed change would revise the corresponding Surveillance Requirement, changing the frequency of the incore detection system channel check from 7 days to 31 EFPDs.

5. Proposed Change NPF-10/15-233 is a request to revise Technical Specification 3/4.10.2, "Group Height, Insertion and Power Distribution Limits," and Tables 2.2-1 and 3.3-1.

The proposed change would modify the existing Technical Specification to allow use of the correct Special Test Exception during the measurement of various CEA reactivity worths at low power levels. Tables 2.2-1 and 3.3-1 would incorporate this Special Test Exception in Footnotes (5) and (C), respectively. Additionally, the proposed change would further provide a Specification 3.0.4 exemption for inoperability of CEACs in Table 3.3-1 and correct a reference error in Surveillance Requirement 4.10.2.2.

6. Proposed Change NPF-10/15-234 is a request to revise Technical Specification 3/4.5.1, "Safety Injection Tanks."

The proposed change would increase the upper limit on SIT cover gas pressure from 625 to 640 psig and change the designated units from psig to psia.

The proposed change would revise the existing Limiting Conditions for Operation by redefining volumes and concentrations of borated water to be maintained in the refueling water storage tank, boric acid makeup tank and safety injection tanks. It would also update the minimum boron concentration to be maintained in the refueling mode as well as the amount of trisodium phosphate to be stored inside the containment. The corresponding Surveillance Requirements and Bases would be revised to reflect these changes accordingly.

This proposed change was submitted to the NRC on July 17, 1987.

8. Proposed Change NPF-10/15-236 is a request to revise Technical Specification 6.9.1.14, "Hazardous Cargo Traffic Report."

The proposed change would remove the requirement to monitor and report toxic gas releases from the hazardous cargo traffic on Interstate Route 5. This proposed change was previously submitted to the NRC on July 31, 1987.

9. Proposed Change NPF-10/15-237 is a request to revise Technical Specification 3/4.2.7, "Axial Shape Index," and its associated Bases. The proposed change would replace the numerical limits for the COLSS calculated ASI with a requirement that it be maintained within the COLSS ASI alarm limits.

The proposed change would also incorporate a continuous surveillance requirement of the ASI limits with COLSS operable and revise the corresponding Bases to reflect the two methods used to calculate ASI and its applicability. This proposed change was previously submitted to the NRC on August 5, 1987.

Proposed Change NPF-10/15-238 is a request to revise Technical Specifications 3.0.4, 4.0.3, 4.0.4 and the corresponding BASES.

The proposed change incorporates changes authorized by Generic Letter 87-09.

Implementation of these changes will eliminate unnecessary restrictions on mode changes and will reduce the potential for plant shutdowns due to inadvertently missed surveillance tests. The proposed change also eliminates the inconsistent application of exceptions to Specification 3.0.4.
