Revision 14 to the Physical Security Plan San Onofre Nuclear Generating Station linits 1, 2 and 3 It is Southern California Edison's (SCE's) understanding that Nuclear Regulatory Commission (NRC) administrative policy has established vith Nuclear Reactor Regulation (NRR) the jurisdiction for review and approval of l

physical security plan changes concerning vital areas and vital area i

barriers.

It is also SCE's understanding that this NRC administrative policy requires that such changes to vital areas and vital area barriers be submitted to the NRC under the provisi'ons of 10 CFR 50.90 as license amendment requests.

Consistent with this NRC administrative policy, enclosed for your review and approval is a proposed 10 CFR 50.90 application for amendment to license conditions (1) 3.G in DPR-13 and (2) 2.E in NPF-10 and 15.

The proposed changes (DPR-13-178 and NPF-10/15-229) will update and simplify these 2 license conditions and incorporate Revision 14 into the August 1983

" Physical Security Plan, San Onofre Nuclear Generating Station, Units 1, 2 and 3."

This Revision 14 to the security plan, which concerns relocating a vital area boundary, is being submitted under the provisions of 10 CFR 50.90 I

in accordance with SCE's understanding of NRC administrative policy even though SCE has determined that the proposed revision does not decrease the safeguards effectiveness of the physical security plan.

The Southern California Edison Company requests timely review and I

approval of the proposed change.

In accordance with 10 CFR 170.12, enclosed is the required amendment application fee of $150.00. A formal request for this change will be included in our next formal amendment application.
