ISSUANCE OF AMENDMENT NO.107 TO PROVISIONAL OPERATING LICENSE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 66491)
The Commission has issued the enclosed Amendment No.107 to Provisional Operating License No. DPR-13 for San Onofre Nuclear Generating Station, Unit No. 1. The amendment consists of changes to license condition 3.G, "Physical Protection," in response to your application dated December 14, 1987.
The amendment approves a minor change in the location of a vital area boundary which slightly increases the size of a vital area. The change affects only the Physical Security Plan which provides a basis for having assurance that acts of radiological sabotage will not significantly impact public health and safety. The change does not alter any safety-related design basis of the facility or its operation, nor does it involve any changes to plant design or operating procedures.
The NRC staff has prepared a Safeguards Evaluation Report in support of this amendment. This report is being withheld from public disclosure under the provisions of 10 CFR 73.21 since it contains safeguards information.
The amendment relates solely to safeguards matters, does not involve any significant construction impacts, and is confined to modifications to systems used for security. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(12).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
We have concluded that (1) there is reasonable assurance that the health and safety of the public will not be endangered by this action, and (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
