C. 20555 SOUTHERN CALIFORNIA EDISON COMPANY SAN DIEGO GAS AND ELECTRIC COMPANY DOCKET NO. 50-206 SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 AMENDMENT TO PROVISIONAL OPERATING LICENSE Amendment No. 107 License No. DPR-13 The Nuclear Regulatory Commission (the Commission) has found that:

A. The application for amendment by Southern California Edison Company and San Diego Gas and Electric Company (the licensee) dated December 14, 1987 complies with the standards and require ments of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the application, the provisions of the Act, and the regulations of the Commission; C. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2. Accordingly, paragraph 3.G. of Provisional Operating License No. DPR-13 is hereby amended to read as follows:

3.G Physical Protection The licensee shall fully implement and maintain in effect all provisions of the physical security, guard training and qualification, and safeguards contingency plans approved by the Commission and all amendments and revisions to such plans made pursuant to 10 CFR 50.54(p). The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:

"San Onofre Nuclear Generating Station, Units 1, 2, and 3 Physical Security Plan," with revisions submitted through July 24, 1987; "San Onofre Nuclear Generating Station, Units 1, 2, and 3 Guard Training and Qualification Plan," with revisions submitted through December 15, 1981; and "San Onofre Nuclear Generating Station, Units 1, 2, and 3 Safeguards Contingency Plan," with revisions submitted through September 29, 1983.

The change submitted as Revision 14 to the "San Onofre Nuclear Generating Station, Units 1, 2, and 3 Physical Security Plan" dated July 24, 1987, is approved on an interim basis, pending possible future requirements to (1) reevaluate vital equipment and areas to be protected against radiological sabotage in nuclear power plants in accordance with NUREG-1178, "Vital Equipment/Area Guidelines Study:

Vital Area Committee Report,"

dated February 1988; and (2) assess vital area barriers on a generic basis against 10 CFR 73.55(a) to determine possible future regulatory requirements.

3. This license amendment is effective as of the date of its issuance and must be fully implemented no later than 30 days from the date of issuance.
