Dear Mr. Ray:

SUBJECT:

INSERVICE TESTING PUMP RELIEF REQUEST NO. 6, SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 74792)

In your response to Generic Letter 89-04 dated November 30, 1989, you requested relief from ASME Section XI inservice testing (IST) requirements for certain components. The purpose of this letter is to provide our evaluation of pump relief request (PRR) number 6. PRR Nos. 2, 4 and 9 will be addressed by future correspondence.

The enclosed safety evaluation specifically addresses your request for relief associated with auxiliary feedwater pumps G-10 and G-10S. As discussed in the enclosed safety evaluation, we did not evaluate your request for relief associated with the safety injection pumps and the refueling water pumps.

Based on our review, we have concluded that certain ASME Section XI Code requirements are impractical to perform for auxiliary feedwater pumps G-10 and G-10S. Therefore, we are granting relief from these requirements. However, the frequency of alternate testing shall be as prescribed in our safety evaluation. Please revise your IST program accordingly and notify us within 30 days after you have made the necessary changes.

We currently consider our actions to be complete regarding PRR No. 6. If you should determine that additional relief is required for the safety injection pumps and the refueling water pumps as a result of your continuing evaluation, please contact us.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Pub. L.96-511.

Sincerely, original signed by James E. Tatum James E. Tatum, Project Manager Project Directorate V Division of Reactor Projects -
