Dear Mr. Ray:

SUBJECT:
INSERVICE TESTING PROGRAM REQUIREMENTS FOR SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 74792)
The intent of Generic Letter 89-04 was to provide guidance in developing an acceptable inservice testing program. Additionally, it is the intent of the ASME Code,Section XI, that meaningful data be gathered and trended such that component degradation will be detected in advance of failure. Your methodology of testing the feedwater pumps does not provide individual flow rate information for each pump. Although we believe that measuring the combined flow rate of the feedwater pumps may provide an indication of significant hydraulic degrada tion, this methodology may not meet the Code intent of detecting meaningful deterioration before significant degradation and possible failure occurs.
Therefore, we request that you evaluate the possibility of performing inservice testing of the feedwater pumps on an individual basis. Reduced frequency testing as discussed in Generic Letter 89-04 may be acceptable.
Please notify us of the results of your evaluation.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Pub. L.96-511.
Please contact us if you should have any questions regarding this request.
