INSERVICE TESTING PROGRAM IMPLEMENTATION (GENERIC LETTER 89-04),

SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 74792)

By letter dated November 30, 1989, you submitted your response to Generic Letter 89-04, "Guidance on Developing Acceptable Inservice Testing Programs."

Based on our review of your response, we understand that you have revised your IST program to conform with the 11 positions stated in Attachment A of the Generic Letter (GL). Additionally, in your response you stated that "the implementing procedures required to perform component testing will be revised by March 1, 1990, or by the next due date for the test, whichever is later."

We interpret this statement to mean that should inservice testing be required for a component prior to the next scheduled due date for some reason, the implementing IST procedure will be revised at that time to accommodate the situation. With this clarification, we find your response to the GL to be acceptable.

In implementing the requirements of the GL, you identified four pump relief requests (PRRs) that require NRC review and approval.

We are currently reviewing these PRRs and our conclusions will be the subject of future correspondence.

As stated in Paragraph F of the GL, your implementation of the GL requirements may be the subject of future NRC inspections. Enforcement action may result in cases where the program and procedures are not in conformance with 10 CFR 50.55a(g), as allowed by the GL or otherwise accepted by us. Additionally, aspects of your IST program not addressed by Attachment 1 of the GL may also be inspected.
