Docket.No. 50-206 Environmental Qualification of Electrical Equipment San Onofre Nuclear Generating Station Unit 1 In our October 31, 1980 submittal on environmental qualification we identified the safety-related electrical equipment which was required to operate following an accident. The post-accident environment which the equipment would be required to operate in was also identified in the submittal.
By letter dated November 4, 1981, we responded to the NRC's SER and provided revision pages for the October 31, 1980 submittal which added post-accident environments and safety-related equipment. It was also indicated in that letter that we were continuing to evaluate the post-accident environment resulting from a MSLB inside containment and from pipe breaks outside containment.
Our evaluation of the MSLB inside containment was provided to you by letter dated June 30, 1982. This letter provides the results of our evaluation of the pressure and temperature values resulting from pipe breaks outside containment. The evaluation included plant specific analyses for the plant areas identified in our October 31, 1980 submittal.
The calculated values provided in the Enclosures to this letter have been incorporated into the environmental qualification program for the equipment identified in our October 31, 1980 submittal.
In addition, we have calculated radiation doses for the equipment located outside containment which have been incorporated into the environmental qualification program. Prior to calculating the doses, we utilized the generic radiation values based on the DOR Guidelines for qualification of equipment outside containment.

March 2, 1983 to this letter includes the changes to the environmental parameters for those areas affected. These parameters include pressure, temperature and radiation. The enclosure indicates how the areas identified in Table 3 of our October 31, 1980 submittal have been changed. Enclosure 2 includes revisions to Table 5 of our October 31, 1980 submittal which is the listing of safety-related equipment required to operate in harsh environments.
By letter dated February 24, 1982, we provided to you our justifications for continued operation of San Onofre Unit 1. We have performed a detailed assessment of the consequences of the new environmental values on the justifications. This assessment indicated that the qualification analysis performed for Item 16 (Charging Pumps G8 A and B) required reanalysis to ensure that the increased temperature does not affect the conclusions of the analysis. At the present time San Onofre Unit 1 is in a cold shutdown and the high energy line which would cause the increased temperature in the area of the pumps is not in use.
All other justifications are still applicable. The reanalysis for Item 16 will be completed prior to startup of San Onofre Unit 1 from the current outage.

This table was revised in the November 4, 1981 submittal which responded to the NRC's SER. As indicated in the November 4, 1981 submittal plant specific analyses have been performed and evaluated for MSLB's and pipe breaks outside containment. In addition post-accident radiation doses integrated over 200 days were calculated for safety-related equipment located outside containment. The generic values provided in the DOR Guidelines were used for environmental qualification.
Based on the plant specific pipe break analysis outside containment and the radiation dose calculations the environments for those areas identified in Table 3 which are affected are as follows:

This environment, in particular the temperature and pressure, is the result of a MSLB inside containment. The analysis for the MSLB was provided to. the NRC by letter dated March 6, 1981.
The peak temperature and pressure values were later recalculated and the results provided to the NRC by letter dated November 18, 1982.
In addition, the flood level inside containment resulting from the MSLB was calculated to be 4'11".
This value is higher than the flood level of 3'11" resulting from a LOCA and identified in the October 31, 1980 submittal.
No additional equipment has been identified between the LOCA flood level and the MSLB flood level.
The 4'11" flood level is being utilized in the design criteria for San Onofre Unit 1. The environment inside containment resulting from a LOCA remains the same as that indicated in Table 3 of the October 31, 1980 submittal.
By letter dated June 30, 1982, it was demonstrated that the use of the LOCA pressure and temperature was acceptable for equipment qualification.
Therefore, for the SCE environmental qualification program the LOCA values are being utilized for equipment qualification. All new equipment is being purchased to the peak MSLB values.
