TECHNICAL SPECIFICATIONS ON SNUBBERS Re:

San Onofre Nuclear Generating Station, Unit No. 1 The Commission has issued the enclosed Amendment No.81 to Provisional Operating.License No. DPR-13 for San Onofre Unit No. 1. This amendment is in response to your application dated July 23, 1984.

The amendment approves changes to the Appendix A Technical Specifications relating to limiting conditions for operation and surveillance requirements for snubbers.

As discussed in the evaluation, following procurement of the instrument for in-situ testing of the large hydraulic snubbers you should propose appropriate changes to your Technical Specifications to delete the exempting of testing for snubbers with capacity greater than 120,000 pounds.

A press release published in local newspapers on August 14, 1984 provided notice of intent to issue this action and requested public comments on the proposed no significant hazards consideration determination. No comments were received.
