Letter dated July 23, 1984, Kenneth P. Baskin, SCE, to H. R. Denton, NRC The reference letter forwarded Amendment Application No. 123 in Docket No. 50-206. The second paragraph of the Proposed Specification 4.14.C, "Functional Tests" (of safety-related snubbers) indicates that snubbers of capacity greater than 120,000 pounds, i.e., E-lA, E-lB and E-1C, shall be exempt from functional testing. The existing specification allows an exemption from testing for snubbers greater than 50,000 pounds. This exemption is based on the impracticability of testing the three large units stated above (each unit has a capacity of 400,000 pounds).

However, as part of the seismic upgrade program, 10 snubbers having a capacity of 120,000 pounds have been installed. Since it is not necessary to exempt these snubbers from functional testing, the proposed specification has been revised to exempt only the three large bore units from functional testing (i.e., snubbers of capacity greater than 120,000 pounds).

It is necessary to maintain the current exemption for the three large bore snubbers since functional testing remains impracticable.

Although functional testing is currently impracticable, a Paul-Munroe Hydraulics Testan Portable Test Unit is being procured by SCE.

This Testan machine is designed to test all snubber characteristics required by the Technical Specifications. We plan to use this machine at San Onofre, Units 1, 2, and 3. This tester is being designed to interface with the three Unit 1 large bore snubbers currently exempt from testing. Procurement of the Testan machine is scheduled for prior to the Unit 2 refueling outage (Fall 1984).

Incorporation of the Testan machine into the Unit 1 Maintenance and Testing Program will' not occur prior to return to service of Unit 1.

August 30, 1984 Consequently, subject to this machine being demonstrated to successfully accomplish its objectives in Units 2 and 3, we will schedule implementation of testing for the Unit 1 large bore snubbers along with the rest of the Unit 1 snubbers at the next refueling outage. Subsequent to successful implementation of the Testan machine for use on the three Unit 1 large bore snubbers, the current testing exemption will be removed from the Technical Specifications.
