Docket No. 50-206 Amendment Application No. 123 San Onofre Nuclear Generating Station Unit 1 Enclosed are three executed and thirty-seven conformed copies of Amendment Application No. 123 in Docket No. 50-206. Amendment Application No. 123 consists of Proposed Change No. 132 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendices A and B.

Proposed Change No. 132 is a request to revise the Appendix A, Technical Specifications to-eliminate the snubber listings from the shock absorber surveillance and operability specifications.

The proposed specifications conform to the extent practicable with the model specifications transmitted by NRC Generic Letter No. 84-13 dated May 3, 1984.

As discussed in the following paragraph, the existing snubber operability specifications require modification prior to entry into Mode 4.

Based on the current return to service schedule, hot functional testing, which will require entry into Mode 4, will begin on August 14, 1984. Since there is not sufficient time available for the 30 day public notice in the Federal Register, it is respectfully requested that Proposed Change No. 132 be reviewed as an exigent change to the Technical Specifications.

hydraulic snubbers listed in the Technical Specifications (replace hydraulic cs snubbers with mechanical snubbers).

Because the existing specifications do tc, not allow Mode 4 entry after modifications of this nature (without a license amendment), it is necessary to revise the existing specifications to reflect

) these changes prior to Mode 4 entry. Snubber modifications are being conducted on a continuing basis and are scheduled to be completed just prior revise the snubber listings at this time. Based on the requirements of the

-2 existing specifications, it would be necessary to revise the snubber listings upon completion of the snubber modifications and prior to Mode 4 entry. This schedule would impose a time constraint which would allow approximately two days to obtain a license amendment before hot functional testing.

In order to avoid this time constraint, Proposed Change No. 132 is submitted to revise the existing specifications in accordance with the model specifications transmitted by Generic Letter No. 84-13. The revised specifications will allow the necessary flexibility in snubber accountability in order not to impact the current return to service schedule.

Pursuant to 10 CFR 170.12 as revised in 49 FR 21293 dated May 21, 1984, the fee of $150.00 is herewith remitted.
