Docket No. 50-206 Responses Related to Draft Evaluation Report SEP Topic VI-4, Containment Isolation System San Onofre Nuclear Generating Station Unit I Your letter of March 3, 1982 from Mr. Paulson to Mr. Dietch requested information regarding the as-built facility as it may differ from the licensing bases assumed in your assessment of the subject SEP Topic.

Additionally, you requested statements of the defined basis upon which some specific isolation configurations were judged to be acceptable by SCE.

The information regarding the as-built facility is provided in Enclosures 1 and 2. Specifically, the results of our review of Table I of the Draft Evaluation are provided in Enclosure 1. Changes and additions to reflect the as-built facility have been incorporated in the table in. Responses to the remarks given in Table 2 of the Draft Evaluation are provided in Enclosure 2. Also, included in this enclosure are statements regarding the defined basis upon which some specific configurations are judged acceptable by SCE.

The present input is limited to our initial review of this topic.

We are continuing our review and any additional information will be provided for inclusion in your final evaluation during the Integrated Assessment.

In Section "VI. Conclusion" of the Draft Evaluation Report, statements were made that elicit response. The statements and responses follow:

1. "The Licensee should discuss the unique characteristics of the valves (POV-9 and POV-10 of lines 15 and 16) closest to the containment to terminate valve shaft or bonnet seal leakage, or the provisions in the plant for controlling leakage."

-2 Response: There are no unique characteristics of these valves to terminate valve shaft or bonnet seal leakage. However, a type C test, conducted in accordance with 10 CFR 50 Appendix J requirements, is performed at 6 month intervals. Technical Specifications are currently being revised to incorporate acceptance criteria for type C testing. Accordingly, appropriate maintenance provisions and reporting requirements will be established to provide actions to be taken in the event that the acceptance criteria are not met.

2. a) "However, the licensee should discuss the provisions made to allow the operator in the control room to know when to isolate fluid system lines (Refueling Water Supply, Reactor Coolant Letdown, Seal Water Return) equipped with remote manual valves...."

Response: The refueling water supply line has three normally closed valves inside containment:

CV-92 is a manually operated valve used for fire protection in the areas of the reactor coolant pump motors. CV-114 and -82 are opened by a containment spray actuation signal and closed when it is determined there is no further need for spraying. The refueling water supply line has pressure and flow transmitters.

The Reactor Coolant Letdown line has temperature and flow elements and a pressure transmitter.

The Seal Water Return line has temperature and flow elements and pressure transmitters which indicate differential pressure across the reactor coolant pumps.

b) "For lines 46, 47, 48, and 49, remote manual valves are not appropriate. Since these lines are non-essential, automatic isolation valves should be provided."

Response: These lines are part of the Reactor Coolant Sampling System. A commitment was made in our letter dated November 22, 1982, regarding SEP Topic VI-4 (Electrical), to provide the six inside-containment isolation valves of the RCSS with the capability for automatic containment isolation. This modification is scheduled to be implemented prior to resumption of power from the next refueling outage.

3. No response elicited.
4. "The licensee should provide additional information regarding the design of the closed systems (cooling water side of residual heat exchangers, excess letdown heat exchangers and cooling water for reactor coolant pumps and shield cooling coils) inside containment for these penetration lines."

Response

These lines penetrate the primary containment boundary but do not communicate with the reactor coolant system pressure boundary nor are they connected directly to the containment

-3 atmosphere. They are designated Seismic Category I and are to be evaluated during the seismic reevaluation program, also these systems are designated Safety Class 2. SEP Topics III.4A and III.5A encompass the areas for protection against missles and pipe whip.

The determination of the acceptability of the existing protection will be made by these topics. The physical design of these lines is as follows:

These lines are for 150 psig and 500OF non-radioactive service. They are comprised of carbon steel, ASTM A53 Grade A, Schedule 40 pipe and forged, weld-neck, ASTM A181 Grade I, 150

  1. RC, Schedule 40 flanges installed in conformance with B31.1.

In light of GDC 57, the acceptability of the present valving arrangement (as designated by Enclosure 1) will be determined during the Integrated Assessment.

5. No response elicited.
6. "Therefore, the licensee should justify the isolation provisions for these branch lines (to main steam lines)."

Response: The branch connections upstream of the turbine stop valves are configured as shown in Enclosure 1. In light of the previous accident analyses performed of the main steam system, i.e., main steam line break and steam generator tube rupture which were analyzed in the Final Safety Analysis, it is not considered practical to perform plant modifications on the main steam lines in order to comply with the requirements of GDC 57.

The tube rupture analysis, performed in the San Onofre Unit 1 FSA, hypothesized a double-ended rupture of one steam generator tube occuring while the plant is at full rated power with a maximum steam bypass requirement. The method of analysis utilizes a magnitude of radioactive discharges which are a measure of the worst case consequences of a tube rupture for a given level of activity in the reactor coolant. The results of this analysis showed that the environmental consequences to the health and safety of the public was within acceptable limits. In reference to the steam line break analysis, conditions ensuing from a steam line break show that the safety of the general public is assured by the continued integrity of the Reactor Coolant System barrier. Cases of uncontrolled steam discharge by means other than pipe rupture, such as improper opening of the steam dump or bypass valves, also concluded that releases would be well below acceptable limits.

-4 The primary objective of providing containment isolation is to prevent or limit the escape of fission products that may result from postulated accidents. The above mentioned analyses have shown that modifications to satisfy GDC 57 would not significantly decrease the release of these fission products. For this reason, it is not considered necessary for the branch lines of the main steam lines to satisfy GOC 57.

The final determination regarding this position will be made during the Integrated Assessment.

7. "The licensee should identify all branch connections (to the refueling water supply line) and justify the adequacy of the isolation provisions for these lines (outside containment) in light of GDC 54 and 56 requirements."

Response

The branch lines connected to penetration line 1, the refueling water supply line, are configured as noted in. The isolation valves on each of these branch lines provide adequate isolation in the event of a power failure to the valve actuator by failing to the position of greater safety. The normal position of the branch line valves, with the exception of the pressure instrument connections, is in a closed or locked closed position. The refueling water supply line is leak tested every refueling outage by hydrostatically pressurizing the entire system.

Leakage through any of the branch lines will be detected during this hydrostatic leak test and treated accordingly.

8. No response elicited.
9. "The licensee should provide information in Table 1 on valve positions, whether or not the line is essential, and the isolation signal (including parameters sensed to actuate the signals) for each isolation valve."

ENCLOSURE 2 Responses to Remarks Column of Table 2 of Draft Evaluation of SEP Topic VI-4 Lines 4, 5 and 6:

Remark:

Non-essential line(s) should be automatically isolated both inside and outside the containment (GDC 56).

Response

These lines are not a part of the reactor coolant pressure boundary nor are they connected directly to the containment atmosphere. Therefore, GDC 57 applies. The valves outside containment, and located close to the containment, comprise a configuration in conformance with GDC 57.

The valves are capable of remote manual operation.

Lines 7, 8 and 9:

Remark:

The acceptability of flow control valves is needed.

Response

These lines each have an MOV immediately adjacent to the FCV but outside the boundary. These MOV's close on SIAS.

Line 13:

Remark:

Automatic isolation valve should be provided outside containment.

Response

This line presently utilizes a pressure regulated valve to provide isolation. The acceptability of this configuration will be determined during the Integrated Assessment.

Lines 15 and 16:

Remark (text p. 15):

May be acceptable if the criteria used in design of the piping between the containment and the first valve are sufficiently conservative.

Response

The mechanical equipment and piping up to and including the first isolation valve of these lines will be reevaluated, and upgraded if necessary, to withstand a 0.67g Housner ground motion as part of the seismic reevaluation of mechanical equipment and piping.

Lines 28 through 41:

Remark:

Information regarding design of the closed system inside containment is needed to justify the applicability of GDC 57.

Air locks:

Penetrations of the air lock(s) are only in the external wall and are for testing purposes.

Hatch:

The volume between "o-rings" of the hatch closure is subjected to leak tests.
