ENCLOSURE INTEGRATED IMPLEMENTATION SCHEDULE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 TWELFTH EDITION DECEMBER 1991 Introduction License Condition 2.C.(5), "Integrated Implementation Schedule" (IIS),
requires Southern California Edison (SCE) to follow the IIS Program Plan issued in License Amendment No. 98 on April 20, 1987.Section V.A of the Plan states that SCE will update Schedules A, B, and C semi-annually. Schedule A items have implementation dates required by NRC regulations, orders or license conditions. Schedule B items are other items which have implementation dates committed to by SCE which would result in either:
(a) Plant modifications; (b) Procedure revisions; (c) Changes in facility staffing requirements; (d) Items perceived by SCE as prospective NRC requirements; (e) Major tasks resulting from mandates of agencies other than the NRC; or (f) Evaluation of major NRC-initiated issues not required by Regulation, License Conditions, or Orders Schedule C lists SCE initiated plant betterment projects. The Plan also states that SCE will summarize progress in implementing NRC requirements concerning plant modifications; identify changes since the last report; summarize the reasons for schedule changes associated with Schedules A and B; and, indicate the expected percentage allocation of resources on Regulatory and Betterment projects for the next refueling/modification outage.
This report, the twelfth edition of the IIS, provides the-required status update for the period July 1991 through December 1991.
The eleventh edition of the IIS was provided to the NRC by letter, F. R. Nandy to NRC Document Control Desk, dated July 16, 1991.
The current Schedules A, B, and C are enclosed as Attachments 1, 2 and 3, respectively.
Progress In Implementing NRC Requirements Since the last submittal (IIS Eleventh Edition) in July 1991, Unit 1 has completed all of the modifications to the Boric Acid Gas Venting System that were scheduled for completion during the Cycle 11 Refueling Outage.
Changes Since The Last Report And The Reasons For Schedule Changes Associated With Schedules A and B.
A comparison to the eleventh edition of the IIS reveals that the following changes have occurred to the Cycle 12 schedule:
ACTION CYCLE SCHEDULE MODIFICATION Completed 11 B
Boric Acid Gas Vent System modifications (Letters to NRC, March 5, 1990, and February 22, 1991)
Added 12 B
Spill Prevention Control and Countermeasures Modifications (Letter from H. Newton, SCE, to A. L. Coe, California Regional Water Quality Board, dated November 14, 1991)
Added 12 C
4 KV Room HVAC Upgrade Added 13 B
Pressurizer surge line support modification (Letter to NRC dated December 12, 1991)
Schedule 13 A
Battery #2 Replacement (Letter to Change NRC dated July 29, 1991)1 Added 13 A
High energy line break analysis (HELBA) modifications (Letter to NRC dated October 31, 1991 and NRC Order, January 2, 1990)
Added 13 B
Main feedwater pump IST modifications (Letter to NRC dated September 3, 1991)
Schedule 13 C
HP Turbine upgrade Change Completed N/A A
Analysis of Effects of Pipe Breaks on Structures, Systems, and Components Inside Containment, Pipe Break Outside Containment (Letter to NRC dated July 30, 1990)
Schedule N/A A
Control Room Habitability2 Change Completed N/A A
Interim Submittal - Provide Integrated Resolution of Open Items (RG 1.97 items)
(Letter to NRC dated July 1, 1990)
Battery #2 Replacement was upgraded from a Schedule C item to a Schedule A item based on the Station Blackout Analysis documented in the letter to the NRC dated July 29, 1991.
Replacement of Battery #2 was scheduled for Cycle 13 in the same letter.
2 TMI Item III.D.3.4 Control Room Habitability interim and final submittal rescheduled in letter to NRC dated December 5, 1991.
ACTION CYCLE SCHEDULE MODIFICATION Schedule N/A A
Final Evaluation -
Provide Integrated Change Resolution of Open Items (SEP Topics VI 7.C.2 and IX-3) Letter to NRC dated July 1, 1990)3 Added N/A B
Integrated Plant Evaluation of External Events (GL 88-20, Supp. 4, and Letter to NRC dated December 23, 1991)
Schedule N/A B
Integrated Plant Evaluation (GL 88-20)4 Change Because the changes were minor, there was no need to run the Westinghouse Analytical Ranking Program (WARP) to rank the safety significance of each modification.
Expected Percentage Allocation Of Resources On Regulatory And Betterment Projects For The Next Refueling/Modification Outage Approximately 99% of the resource allocation of the next (Cycle 12) refueling outage is on regulatory projects.
Final evaluation of Integrated Resolution of Open Items rescheduled in letter to NRC dated December 31, 1991.
4 Integrated Plant Evaluation submittal (GL 88-20) rescheduled in letter to NRC, dated July 5, 1991.
