As a follow-up to our emails regarding the RAIs for the subject action, we have prepared a timeline by which we would like to have the licensees responses. The timeline is provided in the Table below.

Considering that NRC is scheduled to shut down starting Friday, October 11, 2013, we will be unable to formally document our RAI prior to shutdown. Therefore please treat the attachment, summary of clarifications, and the NRC staffs timeline for receipt of the licensee responses in this email as our request. A formal letter documenting the agreed RAI and proposed timeline will be documented in our letter to the licensee, soon after the NRC staff returns to work.

We have now updated the RAIs (see attached Ginna Audit RAIs Edited), and addressed all of the clarification questions discussed in the previous email traffic. Also attached is an RAI Response Timeline Table. The NRC staff agrees to the licensees proposed response timeline. The clarifications/changes are summarized below.

1. SSA RAI 02.f was revised to read: The description of the NPO review for the LAR does not identify locations where key safety functions are achieved via recovery actions or for which instrumentation, not already included in the at-power analysis, is needed to support recovery actions required to meet the key safety functions.
2. PRA RAIs were renumbered beginning at number 14. 14 became 13, 15 became 14, and so on. PRA RAIs end in number 44.
3. The NRC prefers to have each PRA RAI individually addressed and to have the sensitivity analysis results provided for each individual RAI and is agreeable to the 120 day response time for the approximately 18 affected PRA RAIs.
4. SSA RAI 02.b was revised to read: For those components which had not previously been analyzed in support of the at-power analysis or whose functional requirements may have been different for the non-power analysis, provide a list of the additional components and a list of those at-power components that have a different functional requirement for NPO. In addition, based on further NRC staff review, PRA RAI 02.a was also revised to read: LAR Section 4.3.2 states that based on incorporation of the recommendations from the pinch point evaluations into appropriate plant procedures, the performance goals for non-power operations will be fulfilled and the requirements of NFPA 805 will be met.
5. PRA RAI 39 (formerly RAI 40) was revised to include Table S-3, Implementation Items of Attachment S.
