On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued a Request for Information (i.e., Reference 1) requesting licensees to provide information regarding Recommendation 2.3, Seismic, to support the evaluation of the NRC staff recommendation for the Near-Term Task Force (NTTF) review of the accident at the Fukushima Dai-ichi nuclear facility. By letter dated November 27, 2012 (i.e., Reference 2), Duke Energy Progress, Inc.,

formerly known as Carolina Power & Light Company (CP&L), submitted the Brunswick Steam Electric Plant (BSEP) response regarding the performance of seismic walkdowns to identify and address degraded, non-conforming, or unanalyzed conditions and to verify the current plant configuration with the current seismic licensing basis. The letter contained commitments to submit updated seismic walkdown reports for BSEP Unit Nos. 1 and 2 after inspections of inaccessible equipment items, identified in the seismic walkdown reports, were complete.

Based on the May 7, 2013, public conference call on the delayed inspection items associated with NTTF Recommendation 2.3, BSEP recognized the benefit of submitting updated seismic walkdown reports prior to the dates committed to in the November 27, 2012, letter. A plan has

U.S. Nuclear Regulatory Commission Page 2 of 3 been developed to accelerate inspection, evaluation and reporting while maintaining compliance with the guidance provided in the EPRI Report 1025286, Seismic Walkdown Guidance: For Resolution of Fukushima Near-Term Task Force Recommendation 2.3: Seismic, dated June 2012. The EPRI guidance was endorsed by the NRC on May 31, 2012 (i.e., Reference 3).

A modification to the Seismic Walkdown Equipment List (SWEL) will be necessary, however the only such need currently identified involves substitution of like items.

This letter modifies the regulatory commitments documented in Reference 2. BSEP commits to complete the seismic walkdown inspections of the previously identified equipment items and submit the updated seismic walkdown reports by December 31, 2014, for BSEP Unit Nos. 1 and 2. The previous commitment was September 30, 2016, and September 30, 2017, for BSEP, Unit Nos. 1 and 2, respectively.
