Dear Sir or Madam:

By letter dated June 12, 2013, Southern California Edison (SCE) notified the NRC of its decision to permanently cease power operation of SONGS Units 2 and 3 (Reference 1). SCE currently has several licensing actions under review with the NRC. In light of the decision to permanently retire SONGS Units 2 and 3, this letter describes SCE's intent regarding those licensing actions.

For those actions whose status is listed as "withdrawn" in the following tables, this letter constitutes formal withdrawal of the referenced action.

In addition, SCE has submitted several letters in response to Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors," also known as Generic Safety Issue (GSI)-191. In our most recent submittal dated May 15, 2013 (ADAMS Accession No. ML13136A008), SCE committed to complete the evaluations prescribed by the limitations and conditions of the NRC Safety Evaluation for WCAP-16793-NP and provide evaluation results and associated changes to the Updated Final Safety Analysis Report. Based on the permanent cessation of operations of SONGS Units 2 and 3, SCE considers that this commitment is no longer necessary and withdrawn as it was associated with power operation. SCE considers all GSI-191 resolution activities as discontinued and all open commitments as closed.

This letter contains no new commitments.
