Dear Sir or Madam:

Southern California Edison (SCE) is planning the staged replacement of several safety related instrumentation, protection , and control systems at the San Onofre Nuclear Generating Station for Units 2 and 3 (Reference).

The systems under consideration include the Core Protection Calculators (CPC), the Plant Protection System (PPS) and Emergency Diesel Generator Controls. SCE is presently working with Lockheed Martin on a Field Programmable Gate Array (FPGA) distributed logic platform and anticipates developing the system requirements specifications in 2013.

In keeping with the guidance of Digitall&C-ISG-06 "Digital Instrumentation and Controls Task Working Group #6 Licensing Process, Interim Staff Guidance", section C.2 "Pre-Application (Phase 0)", SCE would like to request scheduling for a Pre-licensing Application Phase 0 meeting to be held at a mutually beneficial date in the first or second quarter of 2013 . During this first Phase 0 meeting, SCE plans to discuss the listed Phase 0 topics discussed within Digital I&C-ISG-06. SCE would also like to discuss the overall schedule for safety digital I&C system upgrades at SONGS, including the NRC schedule for the issuance of a Safety Evaluation (SE) for the Lockheed Martin Topical Report submittal (Document Control No. NS-LTA-2011-00022, dated June 28, 2011, ADAMS Accession # ML11201A323). SCE's preference is to submit a license amendment request using a Tier 1 review process as described under Digitall&C-ISG-06, section C.1 "Process Overview".
