SUMMARY
WASTREN ADVANTAGE, INC American Recovery and Reinvestment Act (ARRA) funds allocated to the TRU Waste Processing Center (TWPC) will accelerate by one year or more the completion of processing and disposal for all waste streams anticipated or under-going processing.
Prior to the ARRA award the TWPC was operating a single shift of CH and RH waste processing. With the addition of 102 skilled labor, professional, supervisory and administrative staff the TWPC started multiple shift operation in September 2009. An additional potential cost and schedule benefit of the ARRA-funded acceleration will be the timely availability of the TWPC solid and debris waste processing facilities, including the hot cell, for Integrated Facilities Disposition Project (IFDP) support.
Formal analysis of the cost of necessary enhancements or adaptations of the TWPC for IFDP missions has not yet been performed. Informal estimates, however, indicate that extension of the TWPC's operating life will be a very cost-effective alternative to construction of new facilities for IFDP waste processing.

Operations continued throughout the quarter. With ARRA funding, the TWPC added a second shift to all waste processing operations.
These two shifts processed 484 cubic meters of Contact Handled waste and 119 cubic meters of Remote Handled waste during the ARRA funding period.
Jobs Created 356.00 Description of Jobs Created The primary Economic Prosperity (Secretary's Priorities) benefit during FY2010 was the creation of 154 skilled labor, professional, administrative and supervisory jobs in environmental management. It will additionally preserve an estimated 178 jobs that would have been lost under the FY 2010 President's Budget request beginning October 1, 2009. The majority of new employees hired are waste operators and radiation control technicians that will facilitate the acceleration of processing of defense related legacy waste that is located on the Oak Ridge National Laboratory reservation. The addition of these employees allowed the staffing of a second shift of waste operations at the Transuranic Waste Processing Facility. The remainder of the newly hired employees will staff supporting functions such as Quality Assurance, Environmental Compliance, Performance Assurance, Training and Administrative and Business Support. There is also subcontractor support for facilities expansion and Operational Readiness Review to handle the extra capacity required to achieve ARRA milestones.
