MUR RAI (HP-HPB)( ME6169).docx Importance: High By letter dated April 28, 2011, Carolina Power & Light Co., the licensee of the Shearon Harris Nuclear Power Plant, Unit 1 (HNP), submitted a license amendment request (LAR). In accordance with Title 10 of the Code of Federal Regulations, Section 50.90, the licensee requested an amendment to the HNP operating license, which proposed changes to the technical specifications to allow plant operations at an increased reactor rated thermal power level of 2948 megawatts thermal (MWt), approximately 1.66% above the currently licensed rated thermal power level of 2900 MWt by means of a measurement uncertainty recapture (MUR) power uprate.

The NRC staff has reviewed the licensees submittal and determined that the following additional information is needed to complete the review The information requested is stated below in red:

1. Operator Actions (RIS 2002-03 Section VII.1)

The submittal states, There is no reduction in time for required operator actions. Clarify whether this statement refers to the time required for the operator to complete the operator actions credited in your analysis and/or the time available to operators as it is outlined in the procedures and accident scenario analysis.

2. Emergency and Abnormal Operating Procedures (RIS 2002-03 Section VII.2.A)

Explain how the revised abnormal operating procedures (AOPs) and emergency operating procedures (EOPs) setpoints affect the safety margins associated with the credited operator actions.

3. Control Room Controls, Displays (Including the Safety Parameter Display System), and Alarms (RIS 2002-03 Section VII.2.B)

Describe how effective the Leading Edge Flow Meter (LEFM) electronic cabinet output performance will be due to its display having two different purposes.

.The NRC requests that the licensee respond to this request for additional information (RAl) within 30 days of the date of this email. If the licensee concludes that more than 30 days are required to respond to the RAl, the licensee should request additional time, including a basis for why the extension is needed.
