UNIVERSITY OF UTAH - REVIEW OF THE EMERGENCY PLAN, REVISION 7 (TAC NO. ME1599)

Dear Dr. Jevremovic:

As part of your application for renewal of Facility Operating License No. R-126 for the University of Utah TRIGA Reactor (UUTR), dated March 25, 2005, as supplemented, you submitted an updated Emergency Plan (EP). On July 7, 2010, you responded to our request for additional information dated April 8, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession Number ML100950497), by submitting Revision 7 of the UUTR EP.

We have reviewed the UUTR EP, Revision 7, against the guidance listed below and have determined that the changes made do not decrease the effectiveness of the UUTR EP, and that the UUTR EP, Rev. 7, continues to meet the requirements of Appendix E to Title 10 of the Code of Federal Regulation.

Regulatory Guide 2.6, Emergency Planning for Research and Test Reactors ANSI-15.16-2008, Emergency Planning for Research Reactors NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors NRC Information Notice 97-34, Deficiencies in Licensee Submittals Regarding Terminology for Radiological Emergency Action Levels in Accordance with the New Part 20 NRC Information Notice 92-79, Nonpower Reactor Emergency Response We request that you commence implementing this approved EP revision immediately.
