UNIVERSITY OF UTAH - REQUEST FOR ADDITIONAL INFORMATION REGARDING THE UNIVERSITY OF UTAH TRIGA REACTOR TECHNICAL SPECIFICATION AMENDMENT REQUEST (TAC NO. ME1599)

Dear Dr. Jevremovic:

The U.S. Nuclear Regulatory Commission (NRC) received a request for an amendment to the University of Utah TRIGA Reactor (UUTR) Technical Specification, dated December 30, 2009 (which can be found on the NRCs public website, www.nrc.gov, in the Agencywide Documents Access and Management System (ADAMS), Accession No. ML100050066). Our review of this amendment request will be incorporated into our ongoing review of your application for renewal and power uprate of Facility Operating License No. R-126 for the UUTR, dated March 25, 2005, and superseded by an Updated Safety Analysis Report (SAR), dated June 1, 2009 (a redacted version is available in ADAMS Accession No. ML092090027).

During our review, questions have arisen for which we require additional information and clarification. Please provide responses to the enclosed request for additional information (RAI) within 30 days after the date of this letter. In accordance with Title 10 of the Code of Federal Regulations Part 50.30(b), your response must be executed in a signed original under oath or affirmation.

ENCLOSURE OFFICE OF NUCLEAR REACTOR REGULATION REQUEST FOR ADDITIONAL INFORMATION REGARDING TECHNICAL SPECIFICATION REQUEST AND THE RENEWED LICENSE FOR THE UNIVERSITY OF UTAH TRIGA REACTOR LICENSE NO. R-126; DOCKET NO. 50-407 Title 10 of the Code of Federal Regulations Section 50.90, Application for amendment of license, construction permit, or early site permit, states:

Whenever a holder of a license, including a construction permit and operating license under this part, and an early site permit, combined license, and manufacturing license under part 52 of this chapter, desires to amend the license or permit, application for an amendment must be filed with the Commission, as specified in §§ 50.4 or 52.3 of this chapter, as applicable, fully describing the changes desired, and following as far as applicable, the form prescribed for original applications.

Our review of your request for an amendment to the University of Utah TRIGA Reactor Technical Specifications (TSs), dated December 30, 2009, did not result in a comprehensive understanding of the proposed changes. Please provide the following information:

1.

A detailed description of the specific changes proposed to the TS Figure 6.1, University of Utah Administrative Organization for Nuclear Reactor Operations, and TS Section 6.0, Administrative Controls.

2.

A justification or safety analysis for the changes described in your response to question 1 above.

3.

A copy of the TSs marked-up to indicate the proposed changes.

4.

A copy of the proposed TSs with revision bars and revision numbers applicable to the changes.
