Dear Mr. Harden:

By "L-08-313, Nine Month Response to NRC Generic Letter 2008-01, Managing Gas Accumulation in Emergency Core Cooling Decay Heat Removal, and [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Systems.|letter dated October 14, 2008]], as supplemented by "L-09-188, Ninety Day Post-Outage Supplemental Response to Generic Letter 2008-01, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Systems.|letter dated August 18, 2009]], FirstEnergy Nuclear Operating Company submitted its response to Generic Letter 2008-01 for the Beaver Valley Power Station, Unit Nos. 1 and 2.

The Nuclear Regulatory Commission (NRC) staff is reviewing your submittal and has determined that additional information is required to complete the review. The specific questions are found in the enclosed request for additional information (RAI). During a teleconference with your staff on November 19, 2009, it was agreed that you would provide a response within 60 days from the date of this letter.

The NRC staff considers that timely responses to RAls help ensure sufficient time is available for staff review and contribute toward the NRC's goal of efficient and effective use of staff resources. If circumstances result in the need to revise the requested response date, please contact me at (301) 415-1016.

REQUEST FOR ADDITONAL INFORMATION REGARDING RESPONSES TO GENERIC LETTER 2008-01 BEAVER VALLEY POWER STATION, UNIT NOS. 1 AND 2 DOCKET NOS. 50-334 AND 50-412 By "L-08-313, Nine Month Response to NRC Generic Letter 2008-01, Managing Gas Accumulation in Emergency Core Cooling Decay Heat Removal, and [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Systems.|letter dated October 14, 2008]] (Agencywide Documents Access and Management System (ADAMS) Accession No. ML082900492), as supplemented by "L-09-188, Ninety Day Post-Outage Supplemental Response to Generic Letter 2008-01, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and [[system" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Systems.|letter dated August 18, 2009]] (ADAMS Accession No. ML092360404), FirstEnergy Nuclear Operating Company (licensee) submitted its response to Generic Letter (GL) 2008-01 for the Beaver Valley Power Station, Unit Nos. 1 and 2. Guidance on the Nuclear Regulatory Commission (NRC) staff expectations is provided by Reference 1 which is generally consistent with Nuclear Energy Institute (NEI) guidance provided to industry in Reference 2, as clarified in later NEI communications. The NRC staff recommends that licensee consult Reference 1 when responding to the following request for information:

1.

In Reference 4, it is noted that the licensee was going to monitor the status of the Technical Specification Task Force (TSTF) traveler. Clarify the schedule for evaluating the TSTF traveler and if necessary, SUbmitting a license amendment.

2.

The licensee noted in Reference 4 that, "at both units 1 and 2, at least two check valves in every pathway to the RCS [reactor coolant system] are periodically leak tested per the Inservice Testing Program to ensure leakage from the Reactor Coolant System to the Low Head Safety Injection does not occur." Discuss how often these valves are leak tested and what the actions would be if the valves were found to be leaking. Provide an assessment of the gas generation rate if the valves were leaking at their leak rate acceptance limits. Include void volumes that would be produced and contrast this to acceptance limits.

3.

Discuss the monitoring of the emergency core cooling, decay heat removal, and containment spray system pump operations in all modes and specialized monitoring of appropriate plant parameters during shutdown and mid-loop operation.

4.

Clarify the meaning of "accessible" and "inaccessible" as used in Reference 4. In the clarification, include a discussion of piping within containment, piping that requires scaffolding to reach, and piping in posted radiation areas.

5.

Training was not identified in Reference 3, but is considered to be a necessary part of applying procedures and other activities when addressing the issues identified in the GL 2008-01. Provide a brief description of training.
