WATTS BAR NUCLEAR PLANT, UNIT 1 -WITHDRAWAL OF QUESTION NUMBER 6 FROM LETTER DATED OCTOBER 28, 2008, REGARDING PROPOSED AMENDMENT TO REVISE TECHNICAL SPECIFICATIONS FOR BORON REQUIREMENTS FOR THE COLD LEG ACCUMULATORS AND REFUELING WATER STORAGE TANK (TAC NO. MD9396)

Dear Mr. Campbell:

By letter dated August 1,2008 (ML082180093), the Tennessee Valley Authority (TVA) sUbmitted a request for a proposed amendment to revise technical specifications for boron requirements for the cold leg accumulators and refueling water storage tank for Watts Bar Nuclear Plant (WBN), Unit 1.

The U.S. Nuclear Regulatory Commission (NRC) staff sent a request for additional information (RAI) regarding this application in a letter dated October 28,2008 (ML082940170) regarding reactor systems.

By letter dated November 25,2008 (NRC Agencywide Documents Access and Management System Accession No. ML083360191), TVA informed the NRC staff that TVA would be changing its methodology for this application and will send a supplement in the future.

On December 5,2008, a conference call was held between the TVA staff and NRC staff, where TVA staff informed the !'JRC that the tritium-producing, burnable absorber rods inventory in the WBN Unit 1 core would be reduced from the proposed 2304 to a value of approximately 700 in the supplement and the boron levels would be kept at or below previously approved values.

Based on this information, the NRC staff will no longer need to perform a confirmatory calculation regarding boron precipitability for long term core cooling. Therefore, the NRC staff is withdrawing question number 6 from the RAlletter dated October 28,2008. The NRC staff understands that TVA plans to answer the remaining questions from the RAlletter dated October 28, 2008, in conjunction with the supplement.
