PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2 AND 3 -

CLOSURE OF CONFIRMATORY ACTION LETTER NRR-07-004 (TAC NO. MD7291)

Dear Mr. Edington:

On March 15, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070660298) regarding dissimilar metal welds in the pressurizers at Palo Verde Nuclear Generating Station (PVNGS), Units 1, 2, and 3. This letter acknowledges receipt of Arizona Public Service (APS) letter dated August 4, 2008 (ADAMS Accession No. ML082250351), informing the NRC of actions taken in response to this CAL.

In this letter, APS stated that structural weld overlays were installed on the pressurizer surge, spray, safety, and relief nozzles at PVNGS Unit 2, and all required non-destructive examinations were completed satisfactorily without any unacceptable indications. This activity completes the mitigation of all pressurizer dissimilar metal welds at PVNGS Unit 2. Based on this letter, the NRC has found that all the commitments listed in the CAL and supporting commitment letters dated January 31, 2007 (ADAMS Accession No. ML070430378), and February 16, 2007 (ADAMS Accession No. ML070590212), have been met for PVNGS Unit 2. As such, it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system at PVNGS Unit 2. Technical Assignment Control (TAC) No. MD7291 has been closed.

In letters dated October 31, 2007, and March 18, 2008 (ADAMS Accession Nos. ML072820001 and ML080520180, respectively), the NRC noted the completion of all commitments regarding NRR-07-004 for PVNGS Units 1 and 3, respectively. Therefore, based on these letters and the August 4, 2008, letter, the NRC has found that all the commitments listed in the CAL and supporting commitment letters have been met for PVNGS Units 1, 2, and 3. No further response is required regarding the CAL. We consider the CAL closed.
