PALO VERDE NUCLEAR GENERATING STATION, UNIT 3 - COMPLETION OF ACTIONS FOR CONFIRMATORY ACTION LETTER NRR-07-004 (TAC NO. MD4171)
Dear Mr. Edington:
On March 15, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. NRR-07-004 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070660298) regarding dissimilar metal welds in the pressurizer surge, spray, and safety/relief nozzle-to-safe-end welds at Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2, and 3. This letter acknowledges receipt of the Arizona Public Service Company (APS) letter dated January 31, 2008 (ADAMS Accession No. ML080390314) informing the NRC of actions taken at Palo Verde, Unit 3, in response to the CAL.
The APS letter dated January 31, 2008, notifies the NRC that the commitment made in APS letter 102-05640, dated January 31, 2007 (ADAMS Accession No. ML070430378), regarding the mitigation of the Palo Verde, Unit 3, pressurizer Alloy 82/182 butt welds was completed during refueling outage U3R13 and post-mitigation inspections were performed. The letter states that, as a result of the completion of the mitigation of the Palo Verde, Unit 3, pressurizer Alloy 82/182 butt welds, APS has satisfied the commitment to mitigate these welds and is no longer performing enhanced reactor coolant system leakage monitoring at Palo Verde, Unit 3.
Based on the APS letter, the NRC staff concluded that all the commitments listed in the CAL and the supporting commitment letters (ADAMS Accession Nos. ML070430378 and ML070590212) have been met for Palo Verde, Unit 3. With respect to Palo Verde, Unit 3, no further response is required regarding the CAL and it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system. This action closes TAC No. MD4171.
Thank you for informing us of the actions documented in your letter. These actions may be examined during a future NRC inspection of your facility.
Since the CAL addressed all Palo Verde units, it will remain open until all CAL commitments pertaining to Palo Verde, Unit 2, are complete. APS satisfied the CAL for Unit 1 in 2007.
