SUBJECT:

SUMMARY

OF PUBLIC MEETINGS ON THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING THE VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2, LICENSE RENEWAL REVIEW (TAC NOS. MD 5905 and 5906)

On June 3, 2008, members of the U.S. Nuclear Regulatory Commission (NRC or the staff) held public meetings at the August Technical College in Waynesboro, GA, concerning the staff=s environmental review of the application submitted by Southern Nuclear Operating Company, Inc.

(SNC) for renewal of the Vogtle Electric Generating Plant, Units 1 and 2 (VEGP) operating licenses. The purpose of the meeting was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued in April 2008. A formal presentation was made by the NRC staff.

The DSEIS is a site-specific supplement for VEGP to the ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants@ (NUREG-1437). The NRC staff described the license renewal process and provided a description of the environmental review process.

The NRC staff also described the preliminary results of the review contained in the DSEIS. The environmental impacts of continued operation were preliminarily characterized as small in all areas. The impacts of likely alternatives were preliminarily characterized as potentially reaching moderate to large significance in at least some environmental areas.

After the formal presentation was given by the NRC staff, members of the public were invited to provide comments. Approximately 47 people attended the two sessions. Attendees included members of the public, representatives of SNC, citizen organizations, NRC staff and local news media.

In an effort to improve communication and increase interaction with members of the public, the NRC conducted open houses for one hour before each meeting. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the SNC operating licenses.

A combined listing of attendees for both public meetings is provided in Enclosure 1. Enclosure 2 is a copy of the meeting handouts provided during the public meeting open house, including the agenda. The official transcripts for the afternoon and evening meetings are publicly available at the NRC Public Document Room (PDR), located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20852, or from the NRC's Agencywide Documents Access and Management System (ADAMS).

The ADAMS Public Electronic Reading Room is accessible at http://adamswebsearch.nrc.gov/dologin.htm. The transcripts for the afternoon and evening meetings are listed under Accession Nos. ML081620117 and ML081650046, respectively. A copy of the slides used during the NRC=s presentation is also available in ADAMS under Accession No. ML081610563. Persons who do not have access to ADAMS, or who encounter problems in accessing the documents located in ADAMS, should contact the NRC's PDR Reference staff by telephone at 1-800-397-4209, or 301-415-4737, or by e-mail at pdr@nrc.gov.

The closing date to accept comments on the VEGP DSEIS is July 16, 2008. The NRC staff will consider all comments on the VEGP DSEIS and make any necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for January 2009.
