The Nuclear Regulatory Commission (NRC) has forwarded the enclosed Notice of Consideration of Issuance of Amendment to Facility Operating License, Proposed No Significant Hazards Consideration Determination, and Opportunity for a Hearing, to the Office of the Federal Register for publication.

The proposed amendment would modify the Technical Specifications (TSs) and renewed facility operating license in response to your application dated July 13, 2007 (Agencywide Documents Access Management System (ADAMS) Accession No. ML071970463), as supplemented by letters dated December 7, 2007, March 5 and 25, 2008, and April 28, 2008 (ADAMS Accession Nos.
