On July 13, 2007, Dominion Nuclear Connecticut, Inc. (DNC) submitted a request for an amendment to the Technical Specifications (TSs) for Millstone Power Station Units 2 and 3 (MPS2 and MPS3)

(Serial No. 07-0440).

The proposed amendment would revise TS requirements related to control room envelope habitability consistent with the intent of NRC-approved Technical Specification Task Force (TSTF)

Standard Technical Specification Change

Traveler, TSTF-448, "Control Room Habitability," Revision 3.

In response to requests for additional information (RAI), ONC submitted letters dated December 7, 2007 (Serial No. 07-0790), March 5, 2008 (Serial No.08-0050) and March 25, 2008 (Serial No. 08-0050A).

As discussed in a conference call between NRC staff and DNC on May 22, 2008, DNC is superseding its response to Question 3 in the March 25, 2008 letter (Serial No.08-0050A). This response clarifies the intent of DNC's application of the ASTM E741 testing methodology to nuclear power plant control room envelope integrity.

This response clarifies the intent of ONC's application of the ASTM E741 testing methodology to nuclear power plant control room envelope integrity.

NRC Question ONC references NEI 99-03, Revision 1, Appendix EE, in Attachment 1, Page 7 of 11 under "Exceptions" The NRC staff has not reviewed NEI 99-03, Revision 1.

Therefore, exceptions used in Appendix EE of NEI 99-03, Revision 1, have not been reviewed by the NRC staff.

Please identify alternate plant-specific ASTM E741 exceptions and provide a detailed explanation justifying the acceptability of these exceptions.

ONC Response The ASTM E741 test method was not written specifically for use in nuclear power plant control room envelope tests.

Exceptions referenced in ONC's submittal on July 13, 2007 (Serial No.

07-0440) are limited to those exceptions necessary to meet the intent of the ASTM E741 methodology when applying it to nuclear power plant control room envelope testing.

These exceptions are typically taken by test vendors and documented in test reports, as is the case for MPS3.

When CRE testing is performed at MPS2 without the use of a vendor, ONC will document the steps taken to appropriately apply the ASTM E741 test methodology in the surveillance.
