September 18, 2007 Mr. Terry J. Garrett Vice President Engineering Wolf Creek Nuclear Operating Corporation P.O. Box 411 Burlington, KS 66839
SUBJECT:
NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 32 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING WOLF CREEK GENERATING STATION, UNIT 1 (TAC NO. MD3182)
Dear Mr. Garrett:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 32 to NUREG-1437, ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS), regarding the renewal of operating license NPF-42 for an additional 20 years of operation for the Wolf Creek Generating Station (WCGS), Unit 1.
Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC Public Document Room (PDR) or from the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://adamswebsearch.nrc.gov/dologin.htm. The Accession Number for the draft Supplement 32 to the GEIS is ML072540026. In addition, the Coffey County Library, Burlington Branch, located at 410 Juniatta St., Burlington, KS 66839, has agreed to make the draft supplement available for public inspection.
As discussed in Section 9.3 of the draft supplement, the preliminary recommendation of the staff is that the Commission determine that the adverse environmental impacts of license renewal for the WCGS, Unit 1 are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable. This recommendation is based on:
(1) the analysis and findings in the GEIS; (2) the Environmental Report submitted by WCNOC; (3) consultation with Federal, State, and local agencies; (4) the staffs own independent review; and (5) the staffs consideration of public comments received during the scoping process.
T. Garrett A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency. If you have any questions regarding this matter, please contact the NRC Environmental Project Manager, Mr. Christian Jacobs, at 301-415-3874 or via e-mail at cjj@nrc.gov.
Sincerely,
/RA by Samuel Hernandez-Quinones for/
