SUMMARY

OF SITE AUDIT RELATED TO THE REVIEW OF THE LICENSERENEWAL APPLICATION FOR WOLF CREEK GENERATING STATION, UNIT 1 (TAC NO. MD3182)From March 12, 2007 to March 15, 2007, a review team consisting of the U.S. NuclearRegulatory Commission (NRC) staff and contractors participated in a site audit at the Wolf Creek Generating Station (WCGS), related to the environmental review of the WCGS license renewal application (LRA). The team consisted of eight contractors and ten NRC staffmembers. The primary goals of the site visit were to review documentation, gather information to ensure that environmental requirements of license renewal as codified in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51) are met, and to interface with officials inFederal, State and local government agencies to obtain related information. Enclosure 1 is a list of NRC staff, NRC contractors (Earth Tech), U.S. Fish and Wildlife Service(USFWS), Kansas Department of Wildlife and Parks (KDWP), and Wolf Creek NuclearOperating Corporation (WCNOC) employees and representatives who participated in the siteaudit, as well as, members from industry who witnessed the audit. On Monday, March 12, 2007, the environmental review team participated in a general site tourof the WCGS site with WCNOC staff. The general site tour focused on areas relevant to theenvironmental review, including the intake structure, discharge structure, John RedmondReservoir make-up water, site structures, and the site environs. During the rest of the siteaudit, the team members examined the data used by WCNOC in preparation of theEnvironmental Report and also met with WCNOC representatives with correspondingenvironmental expertise in smaller groups. These groups participated in various activities,including tours of the radioactive waste processing areas, the meteorological tower andinstruments, the transmission line rights of way, WCNOC, and the surrounding aquaticenvironment. Team members met at the Kansas Department of Health and Environment (KDHE) in Topeka,Kansas, with officials from the KDHE, USFWS, KDWP, and the U.S. Environmental ProtectionAgency (USEPA) Region 7. Additionally, team members met offsite with officials from the StateHistorical Preservation Office, the Kansas Corporation Commission, and local officials in Coffeyand Lyon Counties. Information gathered through these offsite meetings will assist theenvironmental review team in its evaluation. Also, WCNOC representatives provided a briefpresentation on its process for identifying new and significant information. No new andsignificant information was identified by WCNOC.

At the conclusion of the site audit, the NRC staff and contractors summarized the status of thereview with WCNOC representatives. NRC indicated that two 69 KV power lines, which deliver power to the site, would be further evaluated to determine if the power lines were in-scope forlicense renewal at WCGS, specifically with regard to vegetative maintenance under these lines.

WCNOC representatives indicated that the power lines were not in-scope, because the power transmitted through the lines is below the levels that determine electromagnetic interference safety standards defined by the National Electronic Code. In addition, WCNOC disagreed that the power lines should be considered in-scope with regard to vegetative maintenance and provided a copy of a letter dated May 10, 1999 from NRC to Oconee Nuclear Site as documentation to support their position. The NRC staff is researching this matter.Also, another topic (groundwater hydrology) was discussed briefly during the exit meeting. Both the NRC and WCNOC understand that existing groundwater sampling data (obtained fromWCNOC, as well as, KDHE) may not provide the level of detail needed to validate thegroundwater models, which were created prior to WCGS being built. It is NRC's understandingthat WCNOC is planning to implement National Energy Institute strategies developed to bettermonitor any changes in groundwater quality related to operating nuclear power plants. However, it is unlikely this information will be available for inclusion at this stage of theenvironmental review. It should be noted that NRC has not completed its search for thisinformation or its review of the reference material provided during the site audit. Thisinformation has been requested through a formal request for additional information (RAI)process.The NRC staff indicated that the review team did not identify any significant issues during itssite visit or during offsite visits with Federal, State, and local agencies. However, the NRC stafffurther indicated that the review was ongoing. At the conclusion of the audit, NRC andWCNOC had reached an agreement that WCNOC would informally submit the referencematerial, answers to site audit questions and additional information identified during the audit. However, upon returning from the audit, the NRC decided that the formal RAI request processfor obtaining this information should be followed.
