Subject:

Phone Conversation Larry Holloway Kansas Corporation Conmmission 785-271-3222 Spoke to Larry concerning the possibility of replacing WCGS with delayed retirement of existing generating capacity. Larry stated that if the utilities did not seek license renewal they would be considered to be imprudent.

Larry stated that the likely retirement candidates would be the older gas and goal fired plants in Kansas. However, there are none that are proposed for retirement at this time. Their capacity is included in all forecasts related to meeting electric demand. There is very little consideration being given to retirement of these units.

The older units operate as peaking facilities. They also assist with voltage control. Finally, the older units in west Kansas serve to balance load when wind generators are not functioning.

Essentially these older units chase the wind.

The latest demand [projections for Kansas will appear in the next few days as SPP filings with the DOE (EIA 411 Report)
