OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (OCONEE) - TORNADO AND HIGH-ENERGY LINE BREAK (HELB) MITIGATION STRATEGIES (TAC NOS. MD3721, MD3722, MD3723, MD3724, MD3725, AND MD3726)
Dear Mr. Hamilton:
By letter dated November 30, 2006, (available in the Agencywide Documents Access and Management System (ADAMS) under accession number ML070290328), you provided updated mitigation strategies and regulatory commitments for tornados and HELBs at Oconee. We met with you on March 5, 2007, (meeting summary available under ADAMS accession number ML070750126), and on March 20, 2007, (meeting summary available under ADAMS accession number ML070870150) to discuss your November 30, 2006, letter. On April 12, 2007, members of our staff visited the Oconee site to tour areas of concern with regard to the environmental conditions following an HELB.
As a result of our review of your letter, the discussions during the two meetings, and our site visit, we conclude that you have made significant progress in developing mitigating strategies that will resolve the tornado and HELB issues and result in formulating a new licensing basis.
As captured in the meeting summaries, it is our understanding that further information will be provided in the license amendment requests (LARs) that you will be submitting. However, your strategy to use inspections in lieu of providing certain protection modifications in the turbine building remains open pending further information. As a result of our March 20, 2007, meeting with you, we understand that you will be providing a description of the intended mitigation strategy for main streamline breaks and other HELBs that could result in a compromise of the main steam pressure boundary. The results of your Main Steam Isolation and Pressure Control Feasibility Study are needed to satisfactorily resolve this issue. We anticipate discussing your proposed resolution upon completion, currently expected in June 2007.
B. Hamilton Pending an acceptable resolution of the issue discussed above, and as a result of the extensive dialogue that we have had concerning your proposed modifications and mitigation strategies, we believe that the future LARs based on this approach could be found acceptable.
