SUMMARY
OF MARCH 5, 2007, MEETING TO DISCUSS THE NOVEMBER 30, 2006, LETTER REGARDING OCONEE HIGH-ENERGY LINE BREAK (HELB) AND TORNADO MITIGATION STRATEGIES (TAC NOS.
MD3721, MD3722, MD3723, MD3724, MD3725, AND MD3726)
On March 5, 2007, the U.S. Nuclear Regulatory Commission (NRC) met with Duke (the licensee) to discuss the licensees letter dated November 30, 2006, (available in the Agencywide Documents Access and Management System under accession number ML070290328) regarding the Oconee HELB/tornado mitigation strategies and NRC concerns that resulted from NRC review of this letter (ML07050530070). At the beginning of the meeting, the licensee provided a handout (ML070670206) that included a list of the NRC concerns. This list was modified to reflect comments and agreements made during the meeting, and the modified list was made available at the end of the meeting (ML070670203). Enclosed is a list of the attendees.
During the meeting, the NRC staff and the licensee agreed that most of the items were either resolved with no further information needed or that additional information would be provided in the future license amendment requests. The following two issues remained unresolved:
(1) Volumetric inspections of non-seismic piping instead of evaluating the effects of pipe ruptures in the turbine and auxiliary buildings, and (2) Justification of 100-percent humidity, non-condensing environment in the penetration rooms as a result of a pipe break. The licensee and the NRC staff agreed to have a meeting in the near future to discuss these two unresolved issues.
