SUMMARY
OF MARCH 20, 2007, MEETING TO DISCUSS OCONEE HIGH-ENERGY LINE BREAK (HELB) MITIGATION STRATEGY (TAC NOS.
MD3724, MD3725, AND MD3726)
On March 20, 2007, the U.S. Nuclear Regulatory Commission (NRC) met with Duke (the licensee) to discuss the Oconee HELB mitigation strategy, particularly the two issues that were not resolved during the March 5, 2007, meeting. (The summary of the March 5, 2007, meeting is available in the Agencywide Documents Access and Management System (ADAMS) under accession number ML070750126). The two issues were: (1) Use of volumetric inspections of non-seismic piping instead of evaluating the effects of pipe rupture in the turbine and auxiliary buildings, and (2) Justification for 100-percent humidity, non-condensing environment in the penetration rooms as a result of a pipe break. The handouts provided by the licensee at the beginning of the meeting are available under ADAMS Accession Number ML070810050. One of the handouts was revised based on comments made during the meeting, and the revised handout is available under ADAMS Accession Number ML070820522.
A list of the meeting attendees is enclosed.
The results of the discussion concerning the use of volumetric inspections of non-seismic piping are contained in ADAMS Accession Number ML070820522 in the Resolution of Item column for Item H1, and the results of the discussion of the 100-percent, non-condensing environment are contained in the Resolution of Item column for Item H16.
The licensee stated that the design details for the protected service water (PSW) system would not be available in time to be included in the license amendment request (LAR) for the tornado mitigation strategy, which is scheduled to be submitted in June 2007. Instead these details would be provided in the LAR for HELB, which is scheduled to be submitted in March 2008.
The NRC staff stated that this was acceptable, but that the NRC staff expected to see the design criteria for the PSW system in the tornado-mitigation strategy LAR.
