OF MEETING WITH MEMBERS OF VERMONT STATE LEGISLATURE ON THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING THE VERMONT YANKEE NUCLEAR POWER STATION LICENSE RENEWAL REVIEW (TAC NO. MC9670)
On Tuesday, February 27, 2007, members of the U.S. Nuclear Regulatory Commission (NRC) met with members of the Vermont State Legislature in Montpelier, Vermont, to present the findings of the draft supplemental environmental impact statement (DSEIS) related to the Vermont Yankee Nuclear Power Station (VYNPS) license renewal review. The meeting was conducted at the request of the legislators who could not attend the public meeting in Brattleboro, Vermont, because they were in session on January 31, 2007. The meeting was held in the Pavilion Building, next to the Vermont State House. Copies of the DSEIS were sent to the Sergeant-at-Arms of the legislature a week before the meeting. NRC staff from the Division of License Renewal, Region I, and Office of the General Counsel met with the legislators (approximately 12 members of the Windham County caucus), gave essentially the same presentation as was given in Brattleboro (Attachment 1), and responded to questions from the legislators. The NRC staff was accompanied by the leader of the team of environmental experts from Argonne National Laboratory who are assisting the NRC under contract. The meeting was open for public observation and the meeting room was filled with more than 60 people. Topics discussed included the NRC Commissions Waste Confidence Rule, aging of VYNPS, compliance with NRC and Vermont State site boundary dose limits, NRC regulations governing subsequent renewals, and the States role in determining if VYNPS continues to operate. The NRC staff stayed for approximately an hour after the meeting was adjourned to answer questions from members of the public. No formal comments were received from the legislators based on their oral statements because no transcript or recording of the meeting was made by the NRC. However, NRC received written comments on the DSEIS from some meeting attendees for formal consideration.
Representative David Deen hosted the meeting and asked if the comment period for the DSEIS could be extended. The NRC staff responded that comments received after the end of the comment period, March 7, 2007, would be considered to the extent practicable.
