- Mike, Thanks for completing the site activity review form relative to the dry fuel storage pad project. I know that John Goodell from Southern Vermont Engineering has been involved in this project from the start and depending on the activity, he is well aware of the various potential permits the Station may need to apply for prior to starting work. Not surprisingly, since we will be disturbing an area in excess of 1 acre, John has already identified the need to apply for a storm water discharge permit from the Vermont Agency of Natural Resources and he filed the appropriate application on March 16, 2006. No other permits will be required for this project. Good luck.

Stormwater Permit Update for DFS Project
- Mike, Here's a summary of where the DFS Project Stands with regard to Stormwater Permitting:
Stormwater Operating Permit (Coverage Under VT General Permit No. 3-9015)
Background:
Application Sent: 3-16-06 Application Logged In: 3-22-06 Current Status: Waiting for Technical Review I spoke with Dan Mason, DEC Environmental Analyst, about our project and the importance the project is not delayed past 5-8-06. 1 can say with good confidence that he is aware of the pressing need that the project not be delayed any further.
That said, he currently has 2 projects ahead of ours that have (also) been identified by the Commissioner as "high priority". Currently he expects to finish those project this week and to get to ours at the end of the week.
Pressing on this, he though that this was a reasonable expectation. Assuming he is able to start the review at the end of this week, or the first part of next week, it is reasonable to expect him to be able to issue a draft permit by 4-27, such that the final permit can be issued on 5-8-06.
At this point, it looks like we will have the final stormwater permit - or it will be in the process of being issued - by 5-8-06.
Our conversation was cordial, and I don't think any additional pressure from above, at this point, will improve the schedule.
Proposed VT Construction General Permit # 3-9020 This is a proposed permit for runoff from construction sites that is expected to be issued sometime after June 16, 2006, when the public comment period ends. This permit will require construction sites that disturb 1 acre or more to obtain coverage (current limit 5 acres). Once the permit is issued the project must implement the basic erosion control procedures listed in the VT Low Risk Site Handbook (

- I (sheets 2/3, 3/3) meet the basic technical requirements, however the handbook will also require the limits of the project be delineated. After the effective date of the permit, the project will have 60 days to file for coverage under the new permit. Given the potential for delay, I would recommend we have the application ready for when the permit is issued, and that we have already implemented all expected procedures of the new permit.
