Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 Palisades Nuclear Plant Docket 50-255 License No. DPR-20 Cancellation of Licensee Event Report 05-006, "Inoperable Containment Due to Containment Air Cooler Through-Wall Flaws" By letter dated December 7, 2005, Nuclear Management Company, LLC transmitted Palisades Nuclear Plant Licensee Event Report (LER)05-006, "lnoperable Containment Due to Containment Air Cooler Through-Wall Flaws." The LER described the discovery of through-wall flaws in a containment air cooler (CAC) tube and the resultant inoperability of the containment boundary.

Subsequent evaluation of past operability has concluded that the CAC was operable but degraded with the through-wall flaws, and retained the capability to satisfy all associated design bases functions (including that of containment boundary). This conclusion was based, in part, on an evaluation of the through-wall flaws in the CAC tube using the criteria prescribed in American Society of Mechanical Engineers (ASME)

Code Case N-513-1 Since the containment was not inoperable as was previously reported in LER 05-006, there was no condition prohibited by Technical Specifications, and no condition that could have prevented the fulfillment of the safety function of structures or systems that are needed to control the release of radioactive material. Consequently, the reporting criteria of 10 CFR 50.73(a)(2)(i)(B) and 10 CFR 50.73(a)(2)(v)(C), which were specified in LER 05-006, are not applicable. Therefore, LER 05-006 is being cancelled.
