  • Consumers Power Company Palisades Nuclear Plant Docket 50-255 In order to demonstrate that the containment building purge valve T-ring air supplies could meet the 10 CFR 50, Appendix J, requirement that they be able to maintain T-ring pressure for a minimum of 30 days, a test of the air supplies was conducted. On August 4, 1978, while making preparations to.

test the air supply to the T-ring of CV-1806 (Purge Exhaust Valve), it was found that its T-ring was depressurized. Because valve operability is depe.pendent on having a pressurized T-ring to maintain a proper seal, the containment integrity requirements of Technical Specifications 1.4 and 3.6 were not met. Investigation revealed that the T-ring air supply line had been connected to a fitting which was not a source of air. This condition occurred on April 7, 1978 during reconnecting of the air supply lines after a modification had been made to the T-ring air supply system. To correct the condition, the T-ring and its associated accumulator were repressurized and tested satisfactorily.

Subsequent testing of the remaining valves showed that one valve in series with CV-1806 did not have a 30-day supply of air to its T-ring. In deter-mining if a 30-day supply of air existed, credit was taken for only the air contained in the T-ring's air supply accumulator. Since the T-ring is normally pressurized from an alternate (nonseismic) air source, pressure could have been maintained (or restored) to the T-ring of the valve in series with CV-1806, in the event of a postulated DBA. As a result, the integrity of the containment boundary, although degraded, had been maintained during the period from April 7 to August 4, 1978 and could have been maintained under accident conditions.
