SUMMARY

OF SEPTEMBER 27, 2005, MEETING WITH DUKE ENERGY ON THE TORNADO MITIGATION METHOD SUBMITTAL (TAC NOS. MC4608, MC4609, AND MC4610)

On September 27, 2005, the Nuclear Regulatory Commission (NRC) met with Duke Energy Corporation (the licensee) to discuss the Oconee tornado mitigation method submittal that is being prepared by the licensee. Enclosure 1 is a list of attendees. Enclosure 2 is the handouts provided by the licensee during the meeting.

The licensee stated that it is using a two-phase approach. The first phase involves the submittal of the proposed methodology and licensing basis by the end of December 2005.

After NRC approval of the methodology and licensing basis, the licensee will update the Oconee Updated Final Safety Analysis Report. The second phase is the evaluation of station hardware upgrades for possible implementation in 2006 or 2007. The station hardware upgrades that are being evaluated include a new high-head station auxiliary service water system, installation of physical barriers, and upgraded power supplies.

The proposed methodology would not consider tornado wind speeds greater than 200 miles per hour based on probability considerations. Other events, such as tornado-induced main steam line breaks and loss-of-coolant, accidents, and tornadoes that affect both the Oconee Station and the Keowee Hydro units, would also not be considered in the proposed methodology. The NRC staff expressed concern with this approach for eliminating consideration of certain wind speeds and events, and stated that it would further evaluate this approach and discuss it with NRC management.
