AND NUCLEAR MANAGEMENT COMPANY, LLC, CONCERNING DRAFT REQUESTS FOR ADDITIONAL INFORMATION PERTAINING TO THE PALISADES NUCLEAR PLANT LICENSE RENEWAL APPLICATION (TAC NO. MC6433)

The NRC staff (the staff) and representatives of Nuclear Management Company, LLC (NMC) held a telephone conference on June 22, 2005, to discuss and clarify the staffs draft requests for additional information (D-RAIs) concerning the Palisades Nuclear Plant License Renewal Application. The conference call was useful in clarifying the intent of the staffs D-RAIs. provides a listing of the conference call participants. Enclosure 2 contains a listing of the D-RAIs discussed with the applicant, including a brief description on the status of the items.

The applicant had an opportunity to comment on this summary.

PALISADES NUCLEAR PLANT LICENSE RENEWAL APPLICATION JUNE 22, 2005 The U.S. Nuclear Regulatory Commission staff (the staff) and representatives of Nuclear Management Company, LLC, (NMC) held a telephone conference call on June 21, 2005, to discuss and clarify the staffs draft requests for additional information (D-RAIs) concerning the Palisades Nuclear Plant license renewal application (LRA). The following D-RAIs were discussed during the telephone conference call.

In Table 3.5.2-4, under the component type concrete protected, a number of structural components (e.g.,masonry walls, RC beams, columns, pedestals) are listed. It would be logical to have primary shield walls, secondary shield walls, RPV supports included under this component type. Section 3.5.2.2.2.1 describes the elevated temperature situation around the reactor vessel, and justifies the existence of the elevated temperatures in these areas, based on the estimated temperatures in the Palisades FSAR. The applicant is requested to provide the following information related to this component type:

Please provide the operating experience related to the effectiveness of the Shield Cooling System. Are the shield wall temperatures, or any other parameter monitored that would detect the malfunctioning of the cooling system?

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI 3.5.2-4-1(b)

Based on the discussion of the elevated temperature condition in and around the primary shield wall in Section 3.5.2.2.2.1, the staff agrees with EPRI TR-103842, that the concrete properties will not be significantly affected, if the actual temperatures around the shield wall remain within the estimated limits. However, additional shrinkage and loss of moisture due to radiation could degrade the concrete on a long term basis. In this context, please provide a summary of the results of the last two inspections performed for: (1) the primary shield wall. (2) RPV supports, (3) grouted anchorages, and (4) masonry walls inside the containment.

Discussion: The applicant indicated that the question is clear. This D-RAI will be sent as a formal RAI.

D-RAI 3.5.2-4-1( c )

It is not clear to the staff what does the phrase plant indoor air (Ext) listed under the environment columns of the above referred table mean. If the applicant is trying to indicate that the above mentioned components are all exposed to both plant indoor air and exterior air, please so indicate, otherwise, clarify the intended meaning of the phrase.

Discussion: The applicant indicated that the requested information is located in the LRA -

Section 3.0.1, Aging Management Review Results Display Method, Page 3-3, Environment.

Therefore, this question is WITHDRAWN and will not be sent as a formal RAI.
