The information provided for each facility includes: the proposed examination preparation schedule for calendar years (CYs) 2003 through 2006; the estimated number of applicants and proposed dates for each of the initial operator license examinations through CY 2006; and the estimated number of candidates that plan to take the Generic Fundamentals Examination in CYs 2003 and 2004.

CONFIRMATION OF INITIAUREQUALIFICATION OPERATOR LICENSE EXAMINATIONS: LASALLE COUNTY STATION

Dear Mr. Skolds,

In a letter dated July 18, 2002, (RS-02-123) your staff requested we schedule an initial license operator examination in May 2004. In a subsequent telephone conversation on June 20, 2003, between Mr. D. McNeil of my staff and Mr. A. Bailey, LaSalle County Station ILT Group Lead, the requested examination was tentatively scheduled to occur during the week of March 7, 2005, at the request of your staff. On-site validation of the examination will occur at the station approximately 3 weeks before the examination administration. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

As stated in your letter, your staff will develop the examination. Mr. Bailey indicated that you are training approximately six candidates for the examination. Mr. Bailey confirmed that the week of October 6, 2003, scheduled for the biennial requalification program inspection (IP 71 11 1.1 1 B),

was still within the anticipated requalification examination administration cycle. Please inform us at your earliest opportunity if you discover you need to change the scheduled dates for either of the examinations.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. If you have any questions concerning this information, please contact Mr. 6.

Reference:

NRC Regulatory Issue Summary (RIS) 2003-14, 'Preparation and Scheduling of Operator Licensing Examinations," dated August 27,2003.

In the Reference letter, the NRC requested licensees to voluntarily submit a response concerning initial operator licensing examination needs, induding an estimate of the number of applicants to be examined and intentions regarding the preparation of the examinations.

Attachments 1 through 10 provide the responses to RIS 2003-14 for the Exelon Generation Company, U C (Exelon) and AmerGen Energy Company, LLC (AmerGen) plants identified above.

The operator licensing examination information for each facility is provided on a separate NRC Form 536.

During Calendar Year CY 2005, a total of 6 candidates are expected to take the dual site Limited Senior Reador Operator (LSRO) initial license examination as indicated in Attachment 6. The schedule for the indicated exam is as follows: the written exam and part of the operating exam will be given at Limerick Generating Station (LGS); the remainder of the operating exam will be completed at Peach bottom Atomic Power Station (PSAPS). Since the LSRO exam is a dual site exam that invokes both LGS and PBAPS, rather than repeating the same information on both attachments, the exam scheduling information is provided on Attachment 6 for LGS only and for PBAPS references Attachment 6.

In a letter dated September 26, 2003, your staff responded to NRC Regulatory Issue Summary (RIS) 2003-1 4, "Preparation and Scheduling of Operator Licensing Examinations," for all Exelon Nuclear Stations. This letter responds to the request for initial license examinations at LaSalle County Station, Units 1 and 2.

Initial license examinations were requested during the week of February 28, 2005, and during the week of November 13,2006. The February 2005 examination has been scheduled and a chief examiner assigned to the examination. The examination requested for November 2006 will be scheduled as we approach that date.

On-site validation of the examinations will occur at LaSalle County Station approximately 3 weeks before the examination administration date. In the unlikely event that we are unable to support the examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations at a mutually acceptable date.

As indicated in your RIS response letter, your staff will develop the examinations. Your letter also indicated that you are training more than 10 candidates for the November 2006 examination which will require two weeks to complete the examination. Please inform us if the number of candidates decreases below 10 as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Request for Change in Date of Initial Operator License Examinations

Letter from R. L. Lanksbury (U. S. NRC) to C. M. Crane (Exelon Generation Company, LLC), LaSalle County Station Confirmation of Initial Operator License Examinations, dated March 4, 2004 This letter is submitted to request a change in the examination date for the 2003-01 Initial License Training (ILT) Class from February 28, 2005, to March 7, 2005. Based on our review of the 2003-01 ILT Class NRC examination schedule, the week of March 7 will provide sufficient student examination preparation time. The audit (certification) examination is scheduled for the week of February 7, 2005. This only provides the students with two weeks of preparation time for a February 28 NRC exam. Previous ILT classes have been afforded three or more weeks of preparation time. Delaying the currently scheduled NRC Examination date by one week would afford the students adequate preparation time for the exam.

Barnes, Site Vice President, LaSalle County Station, requested a change in the examination date for the 2003-01 Initial Licence Training Class from the week of February 28, 2005, to the week of March 7, 2005. The delay was requested to afford the candidates three weeks of preparation time between their certification and NRC examinations, as has been customary in your training program. The examination will be rescheduled for the week of March 7, 2005, as requested.

In a letter dated June 15, 2004, Mr. George P. Barnes, Site Vice President, LaSalle County Station, requested a change in the examination date for the 2003-01 Initial Licence Training Class from the week of February 28, 2005, to the week of March 7, 2005. The delay was requested to afford the candidates three weeks of preparation time between their certification and NRC examinations, as has been customary in your training program. The examination will be rescheduled for the week of March 7, 2005, as requested.

NRC Regulatory Issue Summary (RIS) 2004-1 0, Preparationand Scheduling of Operator Licensing Examinations, dated June 14, 2004.

In the Reference letter, the NRC requested licensees to voluntarily submit a response concerning initial operator licensing examination needs, including an estimate of the number of applicants to b e examined and intentions regarding the preparation of the examinations.

Attachments 1 through 10 provide the responses to RIS 2004-10 for the Exelon Generation Company, LLC (Exelon) and AmerGen Energy Company, LLC (AmerGen) plants identified above.

The operator licensing examination information for each facility is provided on a separate NRC Form 536.

During Calendar Years (CYs) 2005 and 2008, a total of 6 candidates per year are expected to take the dual site Limited Senior Reactor Operator (LSRO) initial license examination as indicated in. The schedule for the indicated exam is as follows: the written exam and part of the operating exam will be given at Limerick Generating Station (LGS); the remainder of the operating exam will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO exam is a dual site exam that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the exam scheduling information is provided on Attachment 6 for LGS only and for PBAPS references Attachment 6.

In a telephone conversation on November 4, 2004, between Mr. Bruce Palagi and Mr. John Lindsey, arrangements were made for the administration of licensing examinations at the LaSalle County Station the week of March 7, 2005. In addition, the NRC will make an examination validation visit to your facility the week of February 21, 2005.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by November 15, 2005. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by January 31, 2005.

Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 31 50-0090),

medical certifications (OMB approval number 31 50-0024),

and waiver requests (if any) (OM6 approval number 31 50-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the LaSalle County Station.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Charles P. Dieckmann, Jr., Training Director. Note that the examination waiver will be addressed in separate correspondence.

Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Charles P. Dieckmann, Jr., Training Director. Note that the examination waiver will be addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the week of March 7, 2005. The NRC staff will administer the operating tests during the week of March 7, 2005.
