Will you, or other Rill staff, continue your dialogue with NMC to resolve these specific concerns that you Identified or are your specific concerns In'the NRR Division of Engineering review responsibility?
You also concluded that "lthe facts suggest that the licensee may have undetected cracks In other J-groove welds. If these cracks are acceptable from a leakage Integrity standpoint, the Region Ill Inspector has not been provided a reference to any deterministic analysis that demonstrates this cracking cannot grow through the J-groove weldprior to the next Unit 1 outage.
Would we therefore'have a 1ill startup concern for PBNP Unit I based-on Mel'sfindins,- or Is NRR-DE indicating that we do not have a safety or'compliance issue if PBNP performed Its inspection In IAW the Order 03-009???

V Regarding the May 27, 2004, NMC response letter to Rll of the penetration 26 UJS groove welds, I would like to ask you whether there was any parts or aspects of the licensees's response that were not adequate.
We are taking this to an ARB on June 3rd and would like to know what your position Is before Thursday so we can ensure we have' a complete story and a recommended position BEFORE-we go Into the.ARB for its members.
