INTRODUCTION Arkansas Nuclear One (ANO) is a two unit site consisting of a Babcock & Wilcox (Unit 1) and a Combustion Engineering (Unit 2) nuclear steam supply system.
Both liquid and gaseous effluents are released in accordance with the Offsite Dose Calculation Manual (ODCM). This report is a summary of the effluent data in accordance with Unit 1 TS 5.6.3 and Unit 2 TS 6.6.3. This report provides the following information:
A.
Routine radioactive effluent release reports covering the operation of the units and the independent spent fuel storage installation (ISFSI) during the reporting period.
B.
Description of unplanned releases to unrestricted areas.
C.
Description of changes to the Offsite Dose Calculation Manual (ODCM).
D.
Description of changes to the Process Control Program (PCP).
E.
Summary of radiation doses due to radiological effluents during the previous calendar year.
F.
Radiation dose to members of the public due to activities inside the site boundary.
G.
Description of licensee initiated major changes to the radioactive waste systems during the previous calendar year.
H.
Items to be reported in the annual Radioactive Effluent Release Report per other miscellaneous ODCM requirements.
This report covers the period from January 1 through December 31, 2004.

REGULATORY LIMITS The ODCM contains the limits to which ANO must adhere. Because of the "as low as reasonably achievable" (ALARA) philosophy at ANO, an attempt is made to reduce the amount of radiation released to the environment. Liquid and gaseous release data show that the dose from both Unit 1 and Unit 2 is considerably below the ODCM limits. This data reveals that the radioactive effluents have an overall minimal dose contribution to the surrounding environment. The following are the limits required by the ODCM:
A.
Gaseous Effluents
- 1.
Dose rate due to radioactive materials released in gaseous effluent to unrestricted areas shall be limited to the following:
- a.
Noble gases Less than or equal to 500 mrem/year to the total body Less than or equal to 3000 mrem/year to the skin
- b.
Iodine-131, tritium, and for all radionuclides in particulate form with half lives greater than 8 days Less than or equal to 1500 mrem/yr to any organ
- 2.
Dose - Noble Gases Quarterly Less than or equal to 5 mrads gamma Less than or equal to 10 mrads beta Yearly Less than or equal to 10 mrads gamma Less than or equal to 20 mrads beta
- 3.
Dose - Iodine-131, Tritium, and Radionuclides in Particulate Form Quarterly Less than or equal to 7.5 mrems to any organ Yearly Less than or equal to 15 mrems to any organ
B.
Liquid Effluents
- 1.
Concentration The concentration of radioactive material released to the discharge canal shall be limited to the concentration specified in 10CFR20, Appendix B, Table II, Column 2, for radionuclides other than dissolved or entrained noble gases. For dissolved or entrained noble gases, the total concentration released shall be limited to 2E-4 microcuries/mil.

UNPLANNED RELEASES An unplanned release is defined as any release of radioactive material to the environment that does not meet the following criteria:
A.
Sample analysis prior to release, and B.
Release calculations performed prior to release.
During 2004, there were no unplanned releases to an unrestricted area.
- 10.
RADIATION INSTRUMENTATION As required by ODCM Appendices 1 and 2, any radioactive effluent instrumentation inoperable for more than 30 days shall be reported in the annual Radioactive Effluent Release Report.
During 2004, there was no radioactive effluent instrumentation inoperable for longer than 30 days.

CHANGES TO THE PROCESS CONTROL PROGRAM As required by ODCM Appendices 1 and 2, a description of changes made to the Process Control Program (PCP) shall be included in the annual Radioactive Effluent Release Report for the period in which the change was made effective.
Revision 2 of the Process Control Program (ENS-RW-105) was implemented on October 1, 2004. The changes implemented under this revision were as follows:
The purpose of the Process Control Program (PCP) was modified and the site specific references were removed. A definition of "Batch" was added to the definition section of the procedure. Editorial changes were made in the responsibilities section to update the actual names of positions and the applicable discipline group. A major portion of the procedure was revised to adequately address the approval authority for each Entergy South site in reference to changes to the PCP along with vendor usage/approval. The vendor related requirements were also addressed in detail in Section 5.5. Section 8.0, "Commitments and Obligations",
was revised to include Grand Gulf Nuclear Station. The overall procedure format was changed to match the company's current revision for procedure formatting in NMM Procedure AD-101, "Procedure Process". A copy of the PCP (Rev. #2) has been included behind Attachment 3.
There were no other changes made to the Process Control Program during 2004.

CHANGES TO THE OFFSITE DOSE CALCULATION MANUAL In accordance with Unit 1 and Unit 2 TS, changes to the ODCM shall be included in the annual Radioactive Effluent Release Report for the period in which the change(s) was made effective.
There were two changes made to the ODCM during 2004. The changes were as follows:
ODCM Change 014-02-0 was implemented on August 18, 2004. The changes included:
- Section 1.0, "Introduction", was revised to change the name of the Process Control Program (PCP) reference. The reference was changed from OP 1000.141 toNMMRW-105.
- Removal of the specific demarcation used for the Unit 1 Improved Technical Specification (ITS) project. ITS had previously been approved and therefore was no longer needed. Additionally, references to the old Unit 1 Technical Specifications were deleted.
- Figure 4-1 (Radiological Sample Stations) was replaced using the electronic version. The new electronic version allows easier identification of sample locations. Both the near field and the far field EPZ maps were replaced with electronic versions. The previous figures were manually cut and pasted into the ODCM. Also, the Sample Station Location for Sample Station # 10 was revised on the near field EPZ map to more accurately depict the location as being in mid-stream of the intake canal.
- Table 4-1 (Environmental Sampling Stations - Radiological) sample station locations (distances and directions) were updated using a Global Positioning System (GPS) navigator. This resulted in slight changes in distances and directions of the sample stations from the site. Additionally, the Sample Station Location for Sample Station # 149 (TLD) was moved from the south side of May Road to the north side. The change was ncessary due to safety concerns with accessing the TLD on the utility pole at its previous location.
ODCM Change 014-03-0 was implemented on December 12, 2004.
The changes included:
- ODCM was revised to update several Unit 2 Technical Specification (TS) references and perform minor wording changes as a result of the implementation of the Unit 2 Technical Specification Amendment #255. The ODCM sections affected were the Reference Section, Appendix 2, Section 3.2 "Radioactive Effluent Release Report" and Section 3.3 "Annual Radiological Environmental Operating Report". In addition, minor wording changes were made to Appendix 1, Section 3.2, "Radioactive Effluent Release Report", and Section 3.3 "Annual Radiological Environmental Operating Report". The changes to Appendix 1 were made in order for the two Appenidices to be worded consistently and to match the wording of the applicable Ul and U2 TS sections. Also, an editorial change was made to the location description of Sample Station #6 in Table 4-1. The change resulted in a more accurate description of the location.
A copy of the ODCM (014-03-0) has been included behind Attachment 2. There were no other changes made to the ODCM during 2004.

LLD LEVELS In accordance with ODCM Appendices 1 and 2, lower limits of detection (LLDs) higher than required shall be documented in the annual Radioactive Effluent Release Report.
During 2004, there were no LLDs higher than required. However, during the 2004 NRC Rad Safety Team Inspection, it was identified that Chemistry procedures did not contain requirements for ensuring that gaseous radwaste effluent samples were analyzed in sufficient time following collection to ensure ODCM short lived isotopic activity Lower Limits of Detection (LLD) were met. It was determined by Chemistry that a gas sample must be analyzed within one hour and fifty-one minutes following collection in order to meet the most restrictive ODCM LLD (Xe-138). It had been a Chemistry management expectation that all gas samples be analyzed as soon as possible following collection in order to meet the LLD values. However, no procedural guidance existed to ensure this occurred. A review of 259 Unit I and Unit 2 gaseous effluent release permits from the years 2000, 2001, 2002, 2003, and 2004 was performed to determine if the most restrictive LLD was not met. Only one instance was identified (2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> 15 minutes delay) where the LLD for Xe-138 would not be met. Condition Report CR-ANO-C-2004-01070 was issued to document the lack of procedural guidance. As a result, Chemistry Procedure 1604.022, "Gamma Spectroscopy",
was revised (018-00-0) to include count time requirements to ensure effluent LLD's are met.

RADIOLOGICAL ENVIRONMENTAL MONITORING PROGRAM In accordance with ODCM Appendices 1 and 2 Limitations L2.6.1.A and L2.6.2.A, unavailability of milk or fresh, leafy vegetable samples, or an increase in an environmental sample location's calculated dose commitment must be identified in the annual Radioactive Effluent Release Report.
A. Changes in Sample Locations During 2004, there were no changes to milk or fresh leafy vegetable sample locations or instances where milk or fresh leafy vegetable samples were unavailable.
B. Increase in Calculated Dose Commitment There were no environmental sampling locations identified during 2004 that would yield a calculated dose commitment greater than the values currently being calculated.

OF HOURLY METEOROLOGICAL DATA In accordance with ODCM Appendices 1 and 2 Limitations L3.2.l.D.1, in lieu of including a summary of the meteorological data in this report, the 2004 data is retained at ANO. This data is available for NRC review.

DESCRIPTION OF MAJOR CHANGES TO RADIOACTIVE WASTE SYSTEMS There were no major changes made to the Unit 1 liquid and gaseous or Unit 2 liquid and gaseous radwaste systems during 2004.

INDEPENDENT SPENT FUEL STORAGE INSTALLATION (ISFSI)
EFFLUENT RELEASES No effluent releases occurred from the ISFSI during 2004.
