SUMMARY

OF JANUARY 25 AND 26, 2005, MEETING WITH EXELON GENERATION COMPANY, LLC, ON STEAM DRYER ANALYSES AND PLANS FOR INSTALLATION OF NEW STEAM DRYERS (TAC NOS. MC4397 AND MC4398)

On January 25 and 26, 2005, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC, (Exelon) at Exelon Nuclear, Cantera Cornerstone 2, 4300 Winfield Road, Warrenville, Illinois.

The purpose of the meeting was to discuss Exelons analysis of the steam dryers at the Quad Cities (QCNPS) and Dresden Nuclear Power Stations (DNPS) and plans for installation of new steam dryers at QCNPS. The lists of attendees are provided as Attachment 1.

The licensee presented (1) current proprietary scale model test results for Quad Cities Unit 1; (2) proprietary acoustic circuit analysis of the extended power uprate (EPU) loads predicted to be applied to the steam dryers; (3) finite element model analysis, portions of which were proprietary, of the stresses experienced by the original and modified steam dryers during previous EPU operation at QCNPS and DNPS and predicted to be experienced by the replacement steam dryers at QCNPS; (4) a discussion of the use of strain gauges on Dresden Unit 3 main steam lines to obtain hoop stresses representative of internal pressures; and (5) installation details for instrumentation on the new Quad Cities Unit 1 steam dryer. A non-proprietary copy of the licensees presentation is available in the Agencywide Documents Access and Management System (ADAMS) at Accession Number ML050390467. The licensees presentation slides included information on the 50.59 evaluation of secondary containment modifications for openings to bring the new steam dryers into the QCNPS reactor building but this was not presented due to time constraints.

NRC staff expressed interest in discussing the steam dryer 50.59 evaluations at our next meeting. Exelon said that they expected to have the 50.59 evaluation for the new steam dryer in March 2005.

NRC observed that significant work had been performed by the licensee in addressing potential flow effects on the steam dryers. However, the staff noted that most of the technical information discussed was unfinished and that significant effort is needed to finalize and validate the licensees analysis methods. NRC asked Exelon how and when they proposed to resolve their commitment to keep the QCNPS units at pre-EPU power until NRC approved operating at EPU power. Exelon said they were still developing their proposal but were considering proposing that NRC agree to a provisional release from that commitment. We agreed to have further discussion on this point.

NRC staff noted the importance of the licensees start-up test program for the new steam dryers and asked that it be included in our next meeting. The staff also indicated that it will provide a request for additional information to the licensee in the near future on the steam dryer analysis and replacement design.

At the conclusion of the meeting, the staff indicated that the meeting had provided a successful technical exchange. It was agreed to target late February to early March for our next technical meeting on QCNPS and DNPS steam dryer issues.
