OF SEPTEMBER 23 and 24, 2004, MEETING WITH EXELON GENERATION COMPANY, LLC, ON EXELONS EVALUATION OF EXTENDED POWER UPRATE FLOW INDUCED VIBRATIONS (TAC NOS.
On September 23 and 24, 2004, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC, (Exelon) at Exelon Nuclear, Cantera Cornerstone 2, 4300 Winfield Road, Warrenville, Illinois. The purpose of the meeting was to discuss Exelons evaluation of the impact of flow induced vibrations (FIV) under extended power uprate (EPU) conditions on reactor pressure vessel internals, steam and feedwater systems and components at Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2, and Dresden Nuclear Power Station (DNPS), Units 2 and 3. In its letter to NRC dated May 12, 2004, Exelon committed to hold this meeting as part of their actions to obtain approval from the NRC to return QCNPS, Units 1 and 2, to full licensed power. A list of meeting attendees is provided as Attachment 1.
The licensee presented an overview of their vibration evaluation for plant components known to be susceptible to EPU FIV, their vulnerability review for identifying other potential EPU vulnerabilities, the status of steam dryer load analysis, and the status of new steam dryers for QCNPS, including plans to instrument the new steam dryer at QCNPS, Unit 1. A copy of the licensees presentation is available in the Agencywide Documents Access and Management System at accession number ML0427302601.
Following Exelons presentations, the NRC staff discussed the licensees work in these areas with the responsible Exelon staff with supporting documentation available. The NRC staff also discussed with Exelon staff the failure of feedwater isokinetic probes at DNPS.
No decisions were made at this meeting. The NRC staff will continue its review of these activities after Exelon submits documentation of this work. Exelons May 12, 2004, letter to NRC, commits to submit documentation of the work described above and to have an additional meeting to discuss this work with NRC management. In addition, it was agreed to hold a meeting at Exelon on October 19, 2004, to discuss in more detail Exelons plans to instrument the new steam dryer at QCNPS, Unit 1.
