SUMMARY
OF OCTOBER 25, 2004, MEETING WITH EXELON GENERATION COMPANY, LLC, ON EXELONS EXTENDED POWER UPRATE VIBRATIONS ASSESSMENT AND VULNERABILITY REVIEW AND STEAM DRYER REPLACEMENT PROJECT (TAC NOS. MC4397 AND MC4398)
On October 25, 2004, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC, (Exelon) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Exelons extended power uprate (EPU) vibrations assessment and vulnerabilities review and Exelons Quad Cities Nuclear Power Station (QCNPS) steam dryer replacement project. In its letter to the NRC dated May 12, 2004, Exelon committed to hold this meeting as part of their actions to obtain approval from the NRC to return QCNPS to full licensed power. A list of meeting attendees is provided as Attachment 1.
The licensee presented an overview of the QCNPS steam dryer replacement project, EPU vibrations assessment and vulnerability reviews for components other than steam dryers, including feedwater sample probes, and Exelons planned actions and outage scopes. Exelons plans for resolving steam dryer issues included completing their model development and analysis, meeting with NRC on steam dryer loadings and design of the replacement steam dryers in January, February, and March 2005, replacement of the QCNPS, Unit 1 steam dryer in April 2005, followed by a startup test program, and replacement of the QCNPS, Unit 2 steam dryer in May 2005. Exelons assessment of components other than steam dryers concluded that with completion of upgrades to the QCNPS electromatic relief valves and Target Rock safety relief valves, all components would be acceptable to return QCNPS to full EPU power. In the discussions during and following the presentations Exelon stated that documentation of the vibration assessment and vulnerabilities review will be submitted to NRC as committed to in Exelons May 12, 2004, letter to NRC, in November 2004, and that they would make other submittals as needed to obtain NRC approval to return QCNPS to EPU power. Exelon stated that they believed they could do the dryer replacement project under Title 10 of the Code of Federal Regulations, Part 50.59 and that they expected their 50.59 evaluations to be finalized in January 2005. NRC thanked Exelon for updating us on their work.
