In accordance with 10 CFR 72.4, Calvert Cliffs Nuclear Power Plant, Inc. (CCNPP) hereby submits our response to the Nuclear Regulatory Commission's (NRC) request (Reference a). On October 16, 2002, the NRC issued Order EA-02-104 to CCNPP and all other holders of general and specific licenses of Independent Spent Fuel Storage Installations (ISFSIs), requiring implementation of security-related Interim Compensatory Measures (Reference b). We submitted our response to the Order via letter dated November 5, 2002 (Reference c). By letter dated March 26, 2003, you informed us that you had reviewed our response to the Order and found it acceptable (Reference d).
Subsequently, on April 29, 2003, the NRC issued Order EA-03-086 to CCNPP and all other power reactor licensees requiring modification to the licensees' physical security, safeguards contingency, and training and qualification plans (Reference e). Order EA-03-086 further required that these revised power reactor security plans be submitted to the NRC by April 29, 2004. We submitted our revised power reactor security plans by letter dated April 29, 2004 (Reference f). In response to your requests for additional information, we subsequently amended our revised power reactor security plans by letters dated September 2, 2004 and September 15, 2004 (References g and h). Although our revised security plans as amended, include ISFSI-related security provisions, no modifications or revisions which decrease the effectiveness of the implementation of ISFSI-related security provisions have been made.
