The Nuclear Regulatory Commission ("NRC") issued an Order dated April 29, 2003, requiring compliance with Revised Design Basis Threat ("Order EA-03-086") for the Calvert Cliffs Nuclear Power Plant ("CCNPP"), Units I and 2. By letter dated April 29, 2004 (Reference a), CCNPP submitted its Supplemental Response to Order EA-03-086. Our Supplemental Response (Reference a) included, as Attachment A, revisions to the CCNPP Physical Security Plan, Safeguards Contingency Plan, and the Training and Qualification Plan as required by Order EA-03-086.
This cover letter is not subject to protective requirements. The enclosure is subject to safeguards information protection according to 10 CFR 73.21. Upon separation from the enclosure, this cover letter is to be considered DECONTROLLED.
SAFEGUARDS INFORMATION
Document Control Desk September 30, 2004 Page 2 Subsequent to the submittal of our Supplemental Response, we received several Requests for Additional Information (RAls) from the NRC. We responded to those RAls within the time frames specified. To facilitate your review of our revised plans, we submitted an Amendment to our Supplemental Response (Reference b). Subsequent to the submittal of our Amended Supplemental Response, we received an additional RAI via telephone conversation with Mr. Brian Benney of your staff. We responded to that RAI via letter dated September 15, 2004 (Reference c).
In a telephone conversation on September 27, 2004, we discussed the security provisions identified in Reference (d) with Mr. Benney. As a result of that discussion, Sections 6.1.2, 9.7, 10.5, and 13 of our Physical Security Plan; Table I "Critical Task Matrix" of our Training and Qualification Plan; and Section 7 of our Safeguards Contingency Plan have been changed.
Therefore, we have enclosed a CD-ROM containing our plans, incorporating all RAIs received. All other information, provided in our previous responses (References a, b, and c) remains unchanged.
