Revision to Proposed Physical Security Plan for the Davis-Besse Nuclear Power Station, Unit I (TAC No. MC2912)
Ladies and Gentlemen:
By letter dated April 29, 2004 (letter Serial Number 3051), the FirstEnergy Nuclear Operating Company (FENOC) provided a proposed revision to the Davis-Besse Nuclear Power Station (DBNPS) Physical Security Plan (PSP) as required by NRC Order EA-03-086 dated April 29, 2003. A subsequent FENOC submittal (letter Serial Number 3091) dated September 10, 2004 modified that proposed revision to incorporate the resolution of several Requests for Additional Information that had been issued by the NRC.
On September 21, 2004, the NRC issued correspondence regarding security plan provisions for enhanced Owner Controlled Area (OCA) surveillance and response. The proposed revision to the DBNPS PSP has now been modified to incorporate these enhanced OCA provisions.
Additional PSP changes were made based on requests made by the NRC staff in telephone conference calls on September 21, 22, and 24, 2004. The chapters of the PSP containing revised pages are included with this letter as Attachment 1 and supercede any versions of those chapters previously submitted.
In accordance with I OCFR 73.21, Attachment I to this document has been determined to contain Safeguards Information, and is thereby exempt from public disclosure. If there are any questions concerning this matter, please contact Mr. David R. Kline, Manager-Security, at 419-249-2322.
